Duties and Responsibilities a) Organization setting:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's Economy Division is to encourage decision makers in government, local authorities, and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals, and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. GEF--The GEF Unit of the Chemicals and Health Branch is responsible for the development and management of all GEF projects implemented by UNEP in the Chemicals and Wastes focal area. To date, the team has a portfolio of 100 projects represented over $200 mil of GEF investment supporting countries in their implementation of the Stockholm Convention, the Minamata Convention and SAICM. The GEF Chemicals and Waste Unit requires the services of an Individual Contractor to coordinate and manage the several ongoing recruitment processes of professional and other category staff, in order to ensure timely recruitments in the context of projects with funding limited to a certain period of time.

The Individual Contractor will perform the following tasks at G7 level:

  • Facilitate and coordinate training sessions on human resources needs that are specific and specialized to the chemicals and waste technical staff.
  • Coordinates with the Programme Budget Officer and the Senior Task Manager, GEF Chemicals and Waste Unit in identifying upcoming vacancies.
  • Coordinates with the Programme Budget Officer funding for the upcoming vacancies - Serves as ex-officio in examinations boards.
  • Monitors and follows up the work of the human resources with UNON and Corporate Services.
  • Prepare Documents for reclassification and new job opening
  • Prepare comparative table of candidates for review by the hiring manager
  • Prepare for the technical written test and coordinate communication with candidates
  • Organize competency-based interview and coordinate communication with the candidates
  • Take notes during the interview and coordinate finalization of interview report with hiring manager.
  • Transmit information to CRB/CRC.
  • Develop and maintain a human resource filing system specific to the unit.

b) Reporting lines The Individual Contractor will work under the direct supervision of the Portfolio Manager of GEF Chemicals and Waste Unit.

Qualifications/special skills Academic Qualifications: A minimum of high school diploma or equivalent certificate in human resources, Administration, secretariat is required. A First level degree in human resources or administration is a desirable. Experience: A minimum of ten years of progressively responsible experience in human resources management, administrative services or related area is required. Experience in the application of Staff Rules and Regulations with the United Nations or a similar international organization in an operational environment is desirable. Language: English and French are the working languages of the United Nations Secretariat. For the posts advertised, fluency in oral and written English and French is required. Knowledge of yet another official language United Nations language is desirable.
