Job Description

Background/IRC Summary: Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict-affected people in emergencies and the reconstruction needs of post-conflict societies. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with integrated health, protection, and governance programs aiming to employ a broad approach to meeting the needs of crisis-affected and vulnerable communities to survive, recover, and gain control of their futures. This includes direct interventions as well as work in partnership and systems and civil society strengthening toward improving outcomes for conflict-affected and vulnerable populations in Libya. Job Overview/Summary: The Senior Learning and Development Officer will oversee all activities that support staff learning and development. This will include support to designing, and implementing interventions, conducting staff learning and development needs assessment, supporting the budgeting process, developing and overseeing the implementation of an annual learning and development plan. The position will also be in charge of conducting internal and external surveys to map out and document available learning and development service providers.

Major Responsibilities: Assess employees’ learning and development needs for training and align with IRC Libya CP strategic learning and development objectives. Oversee the correct use of and communication about available online learning modules and other learning and development materials for employees available on different platforms. In collaboration with the HR Manager, HR Director, and Finance lead in Libya CP, create a training budget, help support areas to prioritize learning and development, follow its implementation, utilization, and ensure trainings are within budget. Based on trainings needs Assessment, or review of performance and recommend resources. different supervisors, develop training programs that make the best use of resources. resources Develop and implement annual Learning and Development plans with the HR Director and Program Coordinators. Update training programs to ensure that they are up to date and engage in participant follow-up before and after face-to-face training sessions. Communicate to the Libya CP leadership through HR on the required budgets to support the annual learning and development plan. Coordinate recruitment of Trainers, Training Institutes, and support the development of Training Programs according to identified learning and development needs. Coordinate with Supervisors to ensure all participants fully attend identified training. In collaboration with IRC way day ambassadors, Gender champions, women at work group, and other groups, plan and help coordinate learning and development activities. Where possible, teach instructor training methods and skills to different cadres of staff and supervisors Evaluate the effectiveness of training programs of consulting trainers. Analyze the quality and value of learning interventions by collecting feedback from participants and Supervisors concentrating on training experience, cost, behavior change of participants, schedules, etc. Ensures all Coordinators/Supervisors develop and oversee the implementation of a learning and development plan to support individual staff Career development. Monitor, evaluate, document, and develop “lessons learnt” and use them to improve Libya CP learning and development interventions, processes, and policy. Prepare monthly and annual reports that inform the management of the progress of Libya CP learning and development interventions. Ensures all training history is well filed in employees’ HR files and relevant learning and development records are securely maintained. Provide direct support to staff and ensure clear, consistent, and transparent communications relating to learning and development. Assessment and survey for Development & Leadership Training needs.

Human Resource Management for Tunis Based staff: Maintain a detailed knowledge of personnel policies and respond to questions from staff. Ensures that Employee Data is kept confidential, and reports are handled securely in accordance with HR policy. Handle all Leaves and time sheets management and maintain a tracking system. Participate in preparing national staff contracts; promote employee adherence to personnel policies and ensure compliance with all labor laws. Ensure compliance with IRC’s time and effort reporting requirements and compile monthly payroll submissions; work with the Finance department to ensure the smooth monthly administration of payroll. Prepares certificates and other HR documents when needed. Key Working Relationships:

Qualifications

Job Requirements: Education: Human Resources degree or equivalent qualification and experience

Work Experience: At least 3 years of HR experience working in private sector or with humanitarian agencies and or INGOs. Previous proven experience developing and implementing trainings.

Demonstrated Skills and Competencies: Strong ability to work independently and demonstrate a high level of professionalism.Strong reporting skills to prepare accurate and timely reports.Excellent communication skills, both written and verbal.Excellent public presentation skills to deliver engaging training sessions.Proficient in using online software, MS Word, survey websites, MS Excel, and MS PowerPoint.Strong analytical and problem-solving skills.

Language Skills: Fluency in English, Arabic, and French is required Certificates or Licenses: Trainer of Trainers Certification Working Environment: Travel: 30% to field sites in Libya as well as attending regional and global workshops and meetings.
