Job Description

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response.

JOB OVERVIEW:

The Senior Health Officer (SHO) will be primarily responsible for supporting Sexual and Reproductive Health (SRH) project in targeted woredas. In addition, he/she is responsible to coordinate and guide a team working on SRH project as well as for proper planning, coordination, supervision, and monitoring of the activities.

The position will be under Adama Field Office and will be responsible frequently field visit to project sites for assessment, assistance and support to field teams and monitoring of project activities. The SHO will report to the Health Manager and will closely work with field team and other departments (like finance, Supply chain...etc)

Technical Support and Capacity Building

- Support the field-based officers in mobilization of communities and community capacity building interventions with key FP messages. - Perform all necessary actions to ensure the smooth functioning of the project activities - Support field team with technical knowledge and skills to implement and/or assist in community delivery of the project activities. - Promptly identify and recommend solutions to technical issues - Monitor progress against grant work plan; promptly identifying any current or potential delays - Prepare Purchase Requests for program supplies/activities and undertake field procurement as designated and authorized - Monitor program supply inventory levels; perform monthly spot-checks on program inventory - Work with and provide timely technical support to the IRC’s implementing partners; maintain respectful and constructive relations with partner staff - Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation - Assess training needs for Project staffs and organize training sessions based on the needs assessment. - Supervise and Provide on the job training/technical support to Health officers - Review and evaluate the performance of the project officers. - Ensure integration of child protection, and child safeguarding principles in all project activities - Provide support in developing and implement a Community Based Communication Strategy - Work closely with other sectoral staff– WASH, CWI, NFIs and Livelihoods to ensure integrated approach in program implementation in his/her woredas. - Stay up to date on health-related humanitarian situations in the country specifically on about region he/she deployed and actively share that with supervisors and other colleagues - Identify training needs and organize trainings for IRC and partner staffs in SRH at woreda, zonal and regional level when assigned. - Support IRC field offices in assessment, planning and implementation of emergency health responses and SRH project - Liaise with WHO, ZHO & RHBs regarding implementation of the project on a regular basis - Responsible to other tasks assigned by the health manager and Field coordinator. This includes provision of oversight to certain aspects of the health-related activities.

Reports, documentation, and Proposals

- Prepare regular updates and share with Health Manager and Field coordinator, other colleagues and donor as required. - Compile project activities, monthly report from field and forward to Health Manager/ and other appropriate departments in time. - Drafting and actively participating in quarterly report writing and timely sharing. - Ensuring proper documentation of the activities at both field and office level. - Supporting field team to prepare success stories and share to supervisor and other. - Assist in drafting concept papers, proposals, and budgets for future health responses by IRC Ethiopia as required. - Assist Program Unit staffs in drafting all donor reports.

Program Management & Grant Management

- Follow all IRC’S standard grant Management tools as recommended by the Addis based health unit and M & E unit - Ensure that all activities are implemented according to the work plan and that targets are met.

Budget Management

- Work closely with the Health Manager in management of the grant budget - Raise PRs as required after discussion with colleagues and activity demands - Track budget expenditure monthly and report appropriately.

Monitoring and Evaluation

- Regular field monitoring visit to Project activities and provide technical and managerial guidance. - Actively participate in internal and external evaluation of the project - Ensure that the stated goals and objectives of the project are met. - Maintain the quality of project data and activities.

Representation, Coordination and Working Relationship

- Attend and represent IRC Health related coordination meetings organized by UN, Government, donors, clusters, and other NGOs. Prepare meeting notes as required and share these with all concerned. - Participate at zonal Health taskforce meetings if necessary - The senior Health officer will take additional responsibilities as required by the Health Manager and field coordinator. - The position demands working internally with IRC Health, WASH, CWI, Livelihood, Emergency Response team and Field Coordinators and externally with other INGOs/NGOs, Government partners, Clusters and Task Forces.

Qualifications

- BSc Degree/MSc Degree in Public Health or Reproductive Health. - 4 years of relevant experience with the first degree. - 3 years of relevant experience plus post graduate degree. - Experience and training in SRH and RMNCH. - Good project management skills and ability to plan, organize, and supervise implementation of health response programs. - Thorough knowledge and understanding of current disaster management issues in Ethiopia and understanding of role of different stakeholders

Skills Required

- Ability to work as part of a team as well as to work autonomously when required. - Self-motivated, honest, highly responsible, and punctual. - Basic managerial skills. - Technical and report writing skills and computer literate. - Excellent verbal and written communication and fluent spoken and written English. Knowledge of Afan Oromo is mandatory. - Good communication and interpersonal skills. - Excellent representational skills - Skills and experience in staff management, budget management and building effective teams. - Ability to work under pressure, long work hours and high workload.
