Job Overview

The Senior Health manager plays a leading role in ensuring a successful implementation of health programming and adherence to quality standards.

By providing guidance and support needed to the technical teams, and in close coordination with the health coordinator, the senior Health manager has the overall responsibility of ensuring high quality and timely deliverables.

Major Responsibilities

Program Development and Implementation

- Develop and maintain working relationships with other health actors in implementation areas for effective coordination. - In coordination with the Health Coordinator, represent the IRC at external meetings or forums. - In collaboration with the Health Coordinator, develop and adapt tools and processes, to successfully implement health programs in line with IRC strategy. - Conduct regular field visits to ensure proper implementation of activities and identify any potential risk or gaps, and propose adequate corrective measures. - Provide summarized reports for lessons learned and opportunities to improve program implementation, program quality, and responsiveness to client needs. - In coordination with the technical teams, develop quality improvement plans for supported PHCCs, and follow up on their implementation. - Support integration efforts between health and the other sectors such as protection, education and livelihoods.

Grant Planning & Implementation

- Support business development efforts, including proposal and budget development. - Coordinate the grants achievements with the various technical and M&E teams, ensuring timely identification of under or over performance. - Liaise with partners to follow up on implementation progress and support team members for effective partnership management. - Coordinate on donor reporting as required, including soliciting inputs from field teams on targets and indicators and lead drafting of grant reporting. - Develop performance indicators for health activities, in collaboration with the health Coordinator, M&E and technical managers, and track grant targets and milestones throughout implementation - Provide summarized reports for lessons learned and opportunities to improve program implementation, program quality, and responsiveness to client needs. - Support financial management of the health department (budget forecasting, operational budget planning and alignment to implementation plan, etc.). - Develop and adapt workplans for health grants and activities.

Human Resources Management

- Supervision of health technical managers in different areas of implementation. - Set specific goals and expectations and provide regular feedback to staff. - Develop the capacity of supervised team through setting individualized professional development plans and directly coach staff to achieve goals. - Ensure timely completion and submission of interim and annual performance reviews.

Key Working Relationships

- Position Reports to: Health coordinator – Lebanon - Internal Contacts: - Country Program: Health Program team, Partnership Unit, Protection units, Education Units, Supply Chain, M&E, Finance - External: Partners, MoPH, Nutrition sector, UNHCR and others.

Qualifications

Education

- Health University Degree and background with master in public health or other health related management degree

Work Experience

- Minimum of five years of professional experience in health project management, with specific experience in primary healthcare. - Prior experience working in emergency settings. - Strong program management skills. - INGO experience strongly preferred.

Demonstrated Skills and Competencies

- A commitment to IRC’s mission, vision, values and IRC Way – Professional Code of Conduct. - Strong written and oral communication, effective in representation and liaison with external parties. - Previous experience with information management, health data analysis and use of data for program improvement - Strong time management skills with ability to manage competing priorities and deadlines. - Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork. - Strong program and technical knowledge as well as planning, reporting, monitoring and evaluation skills.

Language/Travel

- English and Arabic are required. - The position is based in Beirut with frequent travels to field sites in Akkar
