Job Description

Scope of work: The Senior Health Coordinator (SHC) will provide management, technical and strategic leadership support to all aspects of the IRC Myanmar’s health program. The SHC will contribute to the identification of programmatic priorities, design and direction of the new program. S/He will ensure health program is implementing in accordance with IRC global and Myanmar MoH protocols, guidelines and best practices. S/He plays key role in direct management oversight, technical supervision, performance improvement and capacity building of project staffs, managing project quality. S/He serves key coordination and liaison role with donor bodies, fund management bodies, MoH and relevant counterpart ministries, and administrative authorities at national and sub national level.

Responsibilities:

I. Program management

- Provide technical and management leadership to all health projects in Myanmar (Chin, Rakhine, Kachin, Shan, Kayah, Karen and other southeastern areas) in accordance with IRC programming best practice and policies. - Co-lead development and maintenance of coherent health strategies across all health interventions in IRC-Myanmar. - Overall responsible for the effective and efficient management of all health projects implementation consistent with commitments and compliance to relevant Donors, IRC Global and Myanmar project management protocols and Technical Unit Standards. - Co-lead operational research, monitoring and evaluation survey, need and gap assessments of health program and identify appropriate interventions of IRC in collaboration with MEAL team. - Participate in cross-departmental collaboration to ensure that linkages between programs are made and programs gain from health best practice, in particular with regular contact and coordination with Sector Coordinators in WASH, WPE and Protection.

II. Staff performance management

- Leading of recruiting, assigning, monitoring, and evaluating performance and capacity building of project staffs. - Oversight the design and roll out of staff performance development and capacity building plan in collaboration with Public Health Specialists. - Manage the staff performance and compliance issues in collaboration with Human Resource department team in reflection to IRC-Myanmar’s national staffs management policy and protocols.

III. Grant Management

- Responsible for overall management of all heath project grants of IRC-Myanmar. - Assisting National Health Director to develop proposal, budget, and intervention plans for new health project grants and extensions of project grants in collaborating with Public Health Specialists. - Manage the designing and roll out of project budget, procurement plan, spending plans and MEAL plans. - Oversight quality control of project recording and reporting mechanisms as per IRC and relevant donor MEAL schedule. - Actively participates in project cycle management meetings

IV. Partnership Management

- Co-lead process of designing, monitoring and adapting of IRC Myanmar health program partnership strategies and intervention plans. - Identify appropriate local and international partner organizations in collaboration with IRC Myanmar Partnership team.

- Lead the processes for partner organization project performance monitoring, service quality control and technical capacity development. - Co-lead the process for designing, implementing, monitoring and evaluation of partner organizational development in collaborating with IRC Myanmar’s Partnership Team.

V. Coordination & Representation

- Develops and maintains effective coordination and relationships with health stakeholders, Health Cluster members, MoH and relevant counterpart ministries, and administrative authorities at national and sub-national level, and representing IRC health program.

- Working closely and in coordination with IRC Myanmar’s logistics, supply chain, finance, grant, partnership, human resource and administration team, ensure smooth implementation of projects. - Coordinating and collaborating with relevant IRC head quarter health unit’s TA, STA and technical focal for quality programming.

VI. Other

- Assist the National Health Director or Acting as National Health Director as necessary for IRC Myanmar health program leadership.

- Other duties as assigned by the supervisor for administration of IRC Myanmar Health Programs.

Qualifications

- M.B., B. S or MD, with post graduate degree in Public Health or a related field. - At least 8-10 years of experience working with UN/INGO/NGOs in setting up and managing complex health programs and demonstrated high level skills in PHC or MNCH or diseases control program and project coordination, management, mentoring and multi-tasking; and an excellent understanding of the contexts of Myanmar. - Strong budget management skills and experience of managing European / US grants. - Experience in design, implementation and analysis of health program assessments and surveys. - Experience of working as senior or middle level manager of multiorganization consortium, or local organization network. - Experience and skills in managing and mentoring multidisciplinary health program team in multiple sites within a country program. - Excellent communication skills, fluent written and verbal Myanmar and English language. - Good computer literacy and have experience of applying database and research soft-wares. - Professional demeanor, ability to work under stressful conditions while maintaining perspective and a sense of humor. - Patience, diplomacy, flexibility, critical thinking and analytical skills. - Have ability to travel extensively to program implementing hard to reach rural areas in country and international trips.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
