Job Description

Since 2019, IRC has implemented Access to Health-funded projects in consortium with local partners as well as LIFT-funded. To serve as the consortium focal point for these projects, IRC Myanmar is seeking a qualified, motivated, and well-rounded Senior Grants Manager to carry out grant management and coordination functions. Based in Yangon, with periodic travel to field sites, this position will play a key role in ensuring effective overall grants and performance management, reporting, compliance, and partner and donor communication for IRC’s UN grants. This position will work closely with project teams and will report to the Head of Grants and Partnership.

Main Responsibilities

G******rants Management, Compliance, and Reporting******:

- Responsible for grant compliance for IRC’s UN grants, providing grants compliance support and guidance to technical team, MEAL, Operations and Finance colleagues. - Working closely with project leads, organizing and facilitating regular and effective project cycle management meetings (as per IRC’s PCM module) and follow-up of donor compliances and grant management actions for UN grants. Flag key issues to the Head of Grants and Partnerships and Deputy Director Programs in a timely manner. - Manage contracting and grant amendments for UN grants, coordinating with in-country, regional and HQ colleagues and coordinating reviews through the IRC’s online tracking system (OTIS). - Serve as the focal point for post-award communication such as prior approval requests with donors, for both IRC and partners. - Ensure all grant filing on OTIS and Box shared drive and hard copy is (if mandatory by Donor) up to date for UN grants. - Update grants compliance guideline documents and stays up to date with all institutional donor guidelines, rules and regulations, and reporting formats. - Facilitate and support compilation, finalization and timely submission of quality narrative and financial donor reports, providing narrative report inputs as needed. - Support with required amendment processes, coordinating with partnerships team on revisions in line with donor expectations. - Working closely with the Head of Grants and Partnerships, to lead on the development of proposals, workplans, budgets, and all other relevant documentation for project follow-on years. - Maintain grants tracker.

Donor and Strategic Representation

- Day to day communication with donor focal points - Play a key role in consortium representation with partners, the Access to Health Fund Management Office and Fund Management Board, government authorities and other stakeholders, as appropriate.

Other Tasks

- At the request of the Head of Grants and Partnerships, support with other projects, if needed, not falling under responsibilities underlined in this job description.

Education

- Bachelor's degree in relevant discipline.

Experiences

- At least (4) years’ work experience in grant and/or consortium management for development or emergency programs. Previous experience with UNOPS or other multi-donor funding mechanisms highly regarded. - Proven capacity to communicate, coordinate and negotiate among diverse partners and stakeholders with high negotiation skills. - Demonstrable understanding of project planning and management cycles. Experience working with health and multisectoral projects is considered an asset. - Demonstrated successful experience in donor reporting and compliance, particularly UN (UNOPS Access to Health and LIFT).

Competencies

- Flexibility to adapt to changing requirements. - Ability to work well under pressure, problem-solve and build consensus. Excellent computer skills, particularly in Word and Excel.

Language

- Excellent professional fluency in spoken and written English and Myanmar essential.

Only Myanmar Nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
