Purpose of the Position

The Senior Grants Manager position stands as a cornerstone in World Vision Niger's overarching Resource Acquisition and Management strategy, vital for nurturing and amplifying the expansion of its Grants and Private Non-Sponsorship portfolio. As the organization has witnessed a remarkable growth in funding over the past years, sustaining this upward trajectory becomes imperative. The Senior Grants Manager and will fortify the office's capabilities in ensuring effective and efficient grants and PNS projects management. Beyond overseeing the seamless implementation of strategic grants and PNS initiatives, this role assumes the responsibility of cultivating and reinforcing the competencies of project coordinators and Managers in navigating the intricacies of grant management.

Key responsabilities

Strategic Leadership and management

  • Responsible for the overall planning, implementation and management of the grants and Non-sponsorship (PNS) project as well as the achievement of the goals and objectives in a timely and cost-effective manner.
  • Ensure strong communication and coordinating with technical leads and other support functions for effective delivery
  • Champion implementation and set high quality performance targets ensuring adherence to technical standards, WV regulations, best practices and donor guidelines.
  • Design strategies, partnerships and interventions to guarantee the project is gender, disability and social inclusion (GEDSI) sensitive
  • Ensure WV Niger is accountable to beneficiaries, donors, government and other stakeholders.
  • Primary point of contact and collaboration for the grant implementation team.
  • Direct and oversee grant and PNS implementation; ensuring contribution to WV Niger strategy and donor commitments /promises through proper capacity building, proper staffing and quality assurance.

Monitoring, Reporting, Documentation & Knowledge Management

  • Lead an effective monitoring and reporting system for the grants and PNS
  • Establish and maintain effective project reporting, evaluation, and communication systems including schedules
  • Coordinate timely, accurate and quality reports submission that meet donor requirements
  • Document and disseminate project best practices, lessons learnt and success stories
  • Establish a strong knowledge management function for the grants and PNS
  • Coordinate regular data audits and quality assurance to enhance accountability and implementation fidelity

Budget Management

  • Manage grant and PNS budgets within approved spending levels and ensure accurate and timely financial reports to donors and World Vision.
  • Ensure grant and PNS expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits
  • Ensure effective budget monitoring across grants for delivery on time and on budget

Coordination of Grant Management Committee

Coordinate the activities of the Grant Management Committee (GMC), ensuring seamless monitoring and communication. Responsibilities include scheduling and facilitating monthly/quarterly calls with the GMC members, monitoring project report submissions, moderating GMC meetings, managing project documentation, and assessing capacity-building needs. Additionally, he/she will oversee the development and submission of the Grant Health Tracker and provide essential updates to the Senior Leadership Team as needed.

Risk and compliance

  • Ensure risk management across the grants including risk assessments and process improvement plans
  • Coordinate audit response and management plans for grants and PNS
  • Ensure due diligence processes as per WV and donor requirements
  • Ensure all compliance expectations across the grants and PNS are delivered
  • Any other duties as assigned by supervisor or designee from time to time

Partnerships, Engagement and Resource Mobilization

In coordination with the Integrated Programs Director and Senior Development Programs Manager (SDPM), develop and maintain strategic relationships with national government ministries, major donors, SO’s, INGOs, Local organizations and the development sector in general.

• In coordination with the IPD & SDPM, and Technical Programs Managers, communications, Public engagement and Advocacy director participate in national level coalitions on specific advocacy issues. Provide updates on projects at coordination meetings

• Develop and maintain strategic relationships with major donors and support offices during the project implementation, monitoring, evaluation and close-out, including hosting visits and responding to communication. Ensure that WVN builds its reputation for integrity, expertise and reliability;

• In coordination with Resource acquisition and Management Director, support grants acquisition team in funding acquisition/implementation and coordination of grant acquisition processes including negotiations with SO’s, consortium establishment, design workshops and proposal formulation to deliver high quality sustainable funding

• Maintain WVN master list of stakeholder contact information and update regularly;

• Ensure that WVN is a thought leader and known for its programming focus;

• Contribute to the development of communications and marketing materials

• Improve coordination and collaboration with the most relevant units in the national office

• WVN fully engages in donor/partner led coordination platforms

• Healthy communication with donors and SO’s on matters related grants management

• Project leads maintain effective relationships with donors and Partners

• Increased donor retention diversified funding

• Donor’s issue log developed and properly addressed

• Engagement tracking and follow up assured

• Updated master list of key stakeholders and contacts

• RASCI(Responsible, Accountable, Supportive, Consulted, and Informed) matrix for collaboration with Senior Development Programs Manager, Strategy ,Programs Quality and Impact Associate Director , Resource Acquisition and Management Director and Integrated Programs Director.

Required Professional Experience

7 years of experience in a senior role leading a complex technical service delivery program of similar scope and dollar value.

5 years of demonstrated experience in partnership building, especially with government representatives, donors, the private sector, and local community organizations.

Past experience of working in multiple grant supported projects and knowledge of financial rules and regulations at a senior level.

Experience in developing program work-plans, budgets, managing implementation, staff and short-term technical assistance.

Excellent performance track record

Demonstrated ability to deliver results and meet all donor deliverables.

Keen understanding of the unique political dynamics of the country and ability to work carefully and collaboratively

Required Education, training, license, registration, and certification

Master’s degree in social sciences, management, business administration, or a related field

Preferred Knowledge and Qualifications

  • Proven ability to manage diverse teams across different sectors
  • Familiarity with multiple donor regulations including UN, foundations, Bilateral governments among others.
  • Demonstrated accomplishment in working with professionals, ministries and with donor colleagues in country
  • Solid capacity building experience in project design, implementation, reporting, and evaluation
  • Strategic thinking skill, strong in managing people and problem-solving abilities, networking and negotiating skills
  • Must have a clear understanding of the working of major WV partners (World Bank, Patrip Foundation, GAVI, Hilton Foundation, USAID, EU, FCDO, UN Agencies etc.), their requirements and standards.
  • Strong understanding of a diverse set of donor compliance issues
  • Integration of grants with sponsorship

Travel and/or Work Environment Requirement

The position is based in Niamey office and will requires ability and willingness to travel domestically and internationally up to 30% of the time.
