Office/Unit/Project Description

The newly established PAPS structure creates a renewed impetus to revitalize the AU’s approach to governance and peace and security matters and in 2018 a process for the reformation of the AU began. A crucial outcome of this reform was the merger of the former Department of Political Affairs and the Department of Peace and Security, which formed a new Department of Political Affairs, Peace and Security (PAPS).

This merger was important, to respond to the plethora of security and governance challenges that had been institutionally compartmentalized, leading to duplication of efforts, overstretching the already limited l resources. The 2016 AU reform process targeted at creating “a leaner commission…for more effective decision-making and implementation” was the firsts step in moving the Commission away from working in silos and towards pulling resource, both human and financial, to deliver better for the continent.

he imperative to revitalize the AU’s approach to governance and peacebuilding further draws from provisions of the various AU normative frameworks that have broadly acknowledge the intersectionality between governance and security. The agenda 2063, Africa’s blueprint for development, has captured these as some of the top priorities to deliver on the Africa we want. Aspiration 3 calls for an “Africa of good governance, democracy, respect for human rights, justice and the rule of law”, while aspiration 4 calls for “a peaceful and secure Africa”. In combination, these two aspirations reinforce the need for a comprehensive approach to peace, security and governance matters on the continent.

Institutional Arrangement

The international personnel will work within the Department of Political Affairs, Peace and Security, African Union Commission and reports to Commissioner, PAPS.

Duties and Responsibilities

Scope of Work

The Advisor on Governance and Peacebuilding will deliver on the below tasks:

  1. Support the development and popularization of legal and policy frameworks on political, peace and security in Africa; and advocacy for their signature, ratification, domestication, and effective implementation;
  2. Support the development of a Joint Programme on peace, security and development in Africa;
  3. Support the capacity building and training on relevant political, peace and security issues involving participants of the AU member states and RECs/RMs;
  4. Work in collaboration with the two directorates to convening multi-stakeholder dialogue for on key political, peace and security issues as guided by the AU Policy Organs;
  5. Ensure the complementarity and synergy in the continuous implementation of the various AU norms relating to peacebuilding and governance;
  6. Support the strengthening of the AU’s working relations and collaboration with the RECs/RMs based on principles of subsidiarity, comparative advantage and complementarity;
  7. Support the strengthening of the AU’s partnership with its international partners in the political, peace and security fields on the basis of African ownership and leadership;

Required Skills and Experience

Min. Academic Education

  • Advanced university degree (Master’s Degree) in political science, sociology, international relations, international economics, law, public administration, or other related social sciences.

Min. years of relevant Work experience

  • At least 10 years of experience in conflict analysis, strategy development, risk informed/conflict sensitive development and/or conflict prevention & sustaining peace in a governmental, multilateral or civil society organization;
  • Proven policy, advisory and advocacy experience and track record of engagement with senior officials, such as in the AU, UN, RECs/RMs, government and external partners;

Required skills and competencies

  • Innovation, leadership, people management, communication, delivery, strategic planning, resource mobilization, partnership and substansive networking.

Desired additional skills and competencies

  • Experience in working on conflict prevention, democratic governance, inclusive dialogue processes and peacebuilding initiatives and programming on the African continent would be an asset;
  • Knowledge in AU normative frameworks and instruments would be an asset;
  • Experience in working in a transition context and supporting transition management would be an asset.
  • Experience working within the AU/ AU Specialized agencies/ RECs/ RMs and/or UN would be a major asset;

Required Language(s) (at working level)

  • Fluent written and spoken English and French is required.
