Org. Setting and Reporting This position is located in the United Nations Assistance Mission in Somalia (UNSOM) and is based in Mogadishu. The Senior Gender Affairs Officer reports directly to the Special Representative of the Secretary-General (SRSG) of UNSOM and will coordinate gender mainstreaming and support on the implementation of Women, Peace and Security mandates. The Senior Gender Affairs Officer position will also work closely with relevant Sections and Units of the Mission.

Responsibilities Within delegated authority, the Senior Gender Affairs Officer will be responsible for the following duties:

A. Strategic Planning and Policy Advice: - Provides strategic advice in the planning, programming, operational and decision-making processes and mechanisms at all levels of the mission, for the integration of gender perspectives on the same, and to ensure that Gender Equality and Women, Peace and Security issues are adequately addressed in mission mandate implementation.

  • Ensures the integration of a gender perspective in the work of all substantive and support components of the mission by facilitating, supporting, guiding and monitoring the implementation of the United Nations Department of Peacekeeping Operations (DPO) Policy on Gender Equality in Peacekeeping Operations and the United Nations Security Council resolutions on Women, Peace and Security.

  • Advises the SRSG and senior mission leadership on strategies for ensuring effective implementation of existing mandates and policies for the promotion of gender equality, women's rights, protection from and prevention of sexual and gender-based violence, including conflict-related sexual violence, in all mandated mission tasks.

  • Supports the mission leadership to ensure that the Mission, UN agencies and partners give priority to gender and women, peace and security issues in their policies and programmes, and contributes to the effective functioning of established inter-agency coordination mechanisms for gender mainstreaming and the advancement of women's rights in-country.

  • Advises and supports the mission's Senior Women's Protection Adviser, to strengthen mission coordination and response to conflict-related sexual violence (CRSV), including the implementation of comprehensive strategies to combat CRSV. Ensures regular liaison with the DPO Gender Adviser at United Nations headquarters where necessary.

B. Operational Support: - Ensures that mission components – civilian, police and military – are aware of, and effectively promoting, gender equality and addressing women, peace and security issues in their work. With a view to enhancing mission accountability on gender equality and mainstreaming, establishes a mission Gender Task Force, including the nomination of Gender Focal Points to the Task Force.

  • Oversees the design and implementation of a mission-wide guideline on Gender Equality, and Women, Peace and Security, to translate existing mandates and policies on the same in the workplans of all substantive and support mission components – civilian, police and military. Develops accountability indicators to ensure that the deliverables of the mission on gender equality is given necessary attention and priority.

  • Provides substantive guidance and direction to the work of Gender Focal Points in mission components, including in the implementation of the mission's guideline on gender equality and Women, Peace and Security in the work of every component.

  • Provides gender mainstreaming advice to mission components addressing legislative reform, rule of law, human rights and the justice sector, as it relates to national authorities.

  • Works in close collaboration with the Chief Human Rights component in advising and supporting the mission's Senior Women's Protection Adviser in order to strengthen mission coordination and response to CRSV, including the implementation of comprehensive strategies to combat CRSV.

C. Training and Capacity Development: - Facilitates mission-wide ownership and implementation of UN Security Council resolutions on Women, Peace and Security by building the capacity of all peacekeeping personnel to understand and effectively address gender issues.

  • Develops and oversees the delivery of appropriate training on gender equality and Women, Peace and Security issues, including on sexual and gender-based violence, for all levels of personnel in civilian, police and military components.

D. Reporting and Documentation: - Establishes feedback mechanisms, to produce analysis on results and progress, to capture lessons learned and document good practices in gender and on WPS issues. Applies established accountability instruments, including benchmarks and indicators, to evaluate the mission’s progress and success in advancing gender equality and enhanced response and monitoring of sexual violence.

  • Oversees the implementation of reporting obligations within the mission and to HQ, including responding to requirements included within UN Security Council resolutions and the Standard Operating Procedures on Reporting for Gender Advisers.

  • Oversees the implementation of standards vis-à-vis the mission’s reporting obligations, documentation and good practices. Prepares and reviews policy papers and related submissions for the Head of Mission, senior mission leaders and DPO/DOS, and liaises with the DPO Gender Adviser at United Nations headquarters where necessary.

E. Cooperation and Partnerships: - Ensures effective liaison, coordination and partnerships on specific areas of the Women, Peace and Security agenda with partners that have complementary mandates for the promotion of women and girls’ rights, in particular UN Agencies, Funds and Programmes, non-governmental organisations (NGOs) and civil society organisations.

  • Contributes to the effective functioning of the established inter-agency coordination mechanism for gender mainstreaming and the advancement of women's rights in-country – the Gender Thematic Group. Ensures contribution to relevant country-level mechanisms for coordination on gender-based violence, such as the Gender-Based Violence (GBV) Working Group, as well as with relevant national institutions and NGOs.

  • In collaboration with Mission and UNCT partners, advises and technically supports national authorities, civil society organisations and human rights machineries on advancing the Women, Peace and Security agenda in Somalia.

F. Management: - Supervises the work of personnel in the Gender Advisory Unit, where deployed) and carries out substantive reviews of others' work, as needed. Manages, develops and trains staff under his/her supervision. Evaluates staff performance and ensures adequate staffing of the Unit.

Performs other duties, as required.

Competencies PROFESSIONALISM: Strong expertise in the field of International Development, Human Rights, Gender Affairs/Women's Rights. Excellent knowledge of UN Security Council Resolutions on Women, Peace and Security. Conceptual and strategic ability to analyse and evaluate critical matters pertaining to a broad spectrum of gender-related issues, including sexual violence. Strong interpersonal skills; ability to conduct high-level discussions and negotiations in a productive manner. Ability to work under extreme pressure, on occasion in a highly stressful environment. Education An advanced university degree (Master's degree or equivalent) in International Relations, Human Rights Law, Gender studies, Women's Studies, Development Studies, Social Studies or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible policy, advisory and programme management experience at the national and international levels in human rights, civil, social, development or political affairs, of which a minimum of five years work experience related to the promotion of gender equality is required.

At least five years of international experience in a conflict or post-conflict settings is required.

Experience in managing a team is required.

Demonstrated expertise in successfully integrating gender or women’s rights perspectives into mainstream policies or programmes is required.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organization or non-governmental organisation – in a conflict or post-conflict setting is desirable.

Strong knowledge of the work of the United Nations in Somalia is desirable.

Languages For the position, fluency (both oral and written) in English is required.
