STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree or University degree with solid experience in one or more of the following disciplines: Food Security, Economics, Statistics, Mathematics or similar relevant discipline.

Experience: At least seven years post-graduate, progressively responsible, job-related experience in economic and/or food security analysis. Strong quantitative skills are required; experience of working with household survey data. Proven report writing skills. Experience working in a team, involving people of different nationalities and/or cultures.

Knowledge & Skills: Proficiency in Windows, MS Office (Word, Excel, Outlook) and a statistical program package is required (Stata, R, SPSS).

Competencies: Cognitive Capacity, Teamwork, Action Management, Client Orientation, Advisory Skills.

Language: Fluency (level C) in English language.

International daily consultant - home based

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

In partnership with FAO and UNICEF, WFP conducted three annual Food Security and Livelihood Assessments (FSLA) during 2019-2021, covering more than 80 thousand households each. The collected data includes information on key food security outcomes, such as household food consumption and applied coping strategies which are used in the Integrated Phased Classification (IPC) analysis for Yemen. Additional information on household characteristics, owned assets, expenditures, primary and secondary sources of income, access to basic services is also collected, and where applicable MUAC measurements for children under 5 and agriculture production data are also collected.

While substantial data analysis already fed into the IPC reports that were published during the past three years, further analysis is required as well as a write-up of the comprehensive food security and vulnerability analysis report for 2021, and finalization of the already drafted 2020 report. Given that the current capacity of the VAM unit in WFP Yemen is stretched between various other activities, hence outsourcing to a qualified Food Security Analyst who is experienced in writing comprehensive country food security reports and fully dedicated to this exercise is urgently needed.

KEY ACCOUNTABILITIES

Under the direct supervision of the Head of VAM, WFP Yemen CO, and working closely with the VAM team in Yemen, the incumbent will perform the following duties and responsibility remotely:

  1. Review and finalize the 2020 draft FSLA report.
  2. Prepare the outline and analysis plan for the 2021 FSLA report, guided by WFP guidelines for Emergency Food Security Assessments (EFSA) and Comprehensive Food Security and Vulnerability Analysis (CSFVA).
  3. Provide comprehensive analysis of household food consumption patterns, household economic capacity, key sources of income, access to basic services, multi-dimensional poverty, coping capacity, and the development of a composite indicator that can help assess the severity level of household food insecurity.
  4. Generate output tables and charts of weighted results at country, regional, governorate and district levels.
  5. Draft a comprehensive narrative for the 2021 FSLA report.
  6. Share the final report, after reflecting received feedback from the CO team, the Regional Bureau and Head Quarters.
  7. Present the key results to public audience external to WFP, including other UN agencies operating in Yemen, the Government and donor groups.
  8. Other as required.
