Organizational Setting

The Myanmar Department of Fisheries of the Ministry of Agriculture, Livestock, and Irrigation (MoALI) and the Food and Agriculture Organization of the United Nations (FAO) are initiating the project "FishAdapt: Strengthening the adaptive capacity and resilience of fisheries and aquaculture-dependent livelihoods in Myanmar" with funding from the Least Developed Countries Fund (LDCF) of the Global Environment Facility (GEF).

The project aims to assist government to enable inland and coastal fishery and aquaculture stakeholders to adapt to climate change by understanding and reducing vulnerabilities, piloting new practices and technologies, and sharing information. Key areas of focus for the project will include the strengthening of national, regional, and local regulatory frameworks and adaptive capacities, the ecosystem approach to fisheries and aquaculture, fisheries adaptive co-management measures, integrated mangrove-fisheries and aquaculture systems, climate-resilient practices and techniques along the fisheries and aquaculture supply chains, and critical issues related to land and resource tenure affecting adaptive capacities.

Reporting Lines

The incumbent will work under the direct supervision of the FAO Representative in Myanmar. S/he will work works under the technical guidance of the Lead Technical Officer (LTO) at Regional Office for Asia and the Pacific (RAP). He/she will work in collaboration with the National Project Director (NPD) and the national team of the Project.

Key Results

Technical leadership, planning, technical supervision and management of the FishAdapt project, including ensuring delivery and reporting of activities at a high technical standard according to agreed work plan.

Tasks and responsibilities:

  • Acts as team leader for the FishAdapt project:
  • Provide technical leadership assistance on the implementation and evaluation of the FishAdapt project; assists in the review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies follow-up actions;
  • Assist to the coordination of relevant programmes and review the assessments of issues and trends for the implementation of the FishAdapt projects and the preparation of impact evaluation or equivalent studies;
  • Assist/supervise preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Contribute to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
  • Participate in activities; structures training workshops, seminars, makes presentations on assigned topics/activities;
  • Lead field missions, including provision of guidance to external consultants, government officials and other parties;
  • Provide advice to develop related policies and strategies as well as national protocols and guidelines with specific domains related to FAO's work.
  • Implement the FishAdapt in accordance with the approved Project Document and the results-based Annual Work Plan and Budget (AWP/B), and in compliance with FAO procedures and GEF requirements; and monitor the expenditures, commitments and balance of funds under the project budget lines, and draft project budget revisions;

  • Establish an M-E system to monitor project progress and impact; manage the preparation and submission of the project's periodic reporting (financial and technical), including: (1) drafting of AWP/Bs and six-monthly project progress reports in a timely manner for review and clearance by the LTO, and BH, prior to their submission to the PSC and the GEF Coordination Unit, respectively (2) preparation of GEF quarterly project progress reports (3) contributions to annual Project Implementation Reports (PIRs); (4) any other reports requested by the Executing Agency; and disseminate project information and best practices through the project's communication strategy;

  • Prepare and organize Project Steering Committee meetings, act as Secretary to the PSC, and prepare reports of PSC meetings and circulate these documents to all PSC members;
  • Provide overall supervision and management of the Project Implementation Unit and project personnel;
  • Review and approve draft request for proposals and bidding documents, letters of agreement, terms of reference and performance contracts for consultants hired under the responsibility of the PIU;
  • Technically supervise and evaluate the performance of the consultancies and project staff that shall be retained for specific activities under the responsibility of the PIU and edit technical outputs associated with the FishAdapt project;
  • Liaise closely with the National Project Director and provide technical support as needed and represent the project in relevant meetings and workshops relevant to the achievement of the Project's objectives;
  • Secure wide consultation and working relations with appropriate line agencies and partners to ensure effective implementation of the FishAdapt workplan and ensure adequate information flow, discussions and feedback among the various stakeholders of the project;
  • Identify technical agencies and other partners relevant to the FishAdapt project in accordance with approved work plan, organize and supervise fieldwork; and liaise with project partners to ensure their co-financing contributions are provided and documented within the agreed terms; and
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Fisheries management, Aquaculture management, Natural Resource Management or related subject.
  • Seven years of relevant experience in the management of fisheries, aquaculture, natural resources, climate change adaption, or livelihoods resilience.
  • Working knowledge of English and limited knowledge of one of the other FAO official languages (French, Spanish, Arabic, Chinese, Russian).

Technical/Functional Skills

  • Extent and relevant of experience related to fisheries/aquaculture management and climate change adaptation;
  • Extent and relevance of experience in planning, managing and implementing large (development) projects involving multiple types of experts, consultants, partners and stakeholders;
  • Extent and relevance of experience in organizing participatory vulnerability/risk assessment and adaptation/management planning, technical meetings/workshops, training courses and capacity building;
  • Familiarity with FAO and GEF is an asset.
  • Demonstrated ability in communicating effectively, both orally and in writing, complex and technical topics to diverse audiences.
  • Experience working in Myanmar or in south-east Asia.
  • Willingness and ability to travel to remote, rural locations, involving lengthy travel on rough roads and basic accommodations.
