Job Description

Across Europe, the IRC delivers programs that address acute humanitarian needs of asylum-seekers and other vulnerable migrants who are newly arrived, stranded or in transit, and programs that address their longer-term integration needs.

In response to the increased number of people on the move from 2015, the IRC began responding in the Balkans to assist vulnerable refugees, asylum seekers and migrants. Since the conflict in Ukraine started and consequent displacement into neighbouring countries from February 2022, the programs are established to address the most pressing needs of people on the move across the South-east Europe. IRC continues to use its voice and expertise to increase safe and legal pathways, ensure protection and improve the quality of resettlement, asylum and integration services. The programs are implemented in close partnership with local non-governmental organizations and governmental institutions.

Summary statement of responsibilities:

The Sr. Finance Officer will assist the Regional Finance Manager with the grant management and accounting function. He/she will be responsible to manage IRC Serbia Partnerships (Sub-awards) and perform finance training to finance and program staff.

Specific responsibilities within each functional area are as follows:

Specific responsibilities:

1) SUN System / General Ledger Processing

a) Assist in the country financial monthly closing process

b) Prepare Journal Entries for Sub-grantees transactions

2) Financial Management and Monitoring of Sub-grants

a) Liaise with Program and Grant to ensure timely submission of reports, payment of sub award advances and periodic payments.

b) Prepare reconciliation of sub-grant advances, reimbursement and updated sub-grant schedule.

c) Conduct post award monitoring visits to selected sub-grantees.

d) Provide training on sub-grant financial review and monitoring.

e) Represent Finance team in all Sub-Grant working group meetings and initiatives along with program, operation and grants teams.

3) Staff Training:

a) Provide training and support for the country office finance and program staff on the IRC finance policies, accounting procedures and requirements in the main and field offices.

b) Preparation of written field trip reports after each field office visit, for review by the Sr Finance Manager identifies key issues during the field trip visits.

c) Provide finance orientation to new finance staff.

4) Training of Country Program Staff

a) Create, revise and present Finance Department components of IRC’s monthly on-boarding day for new program and operational support staff

b) Review and identify gap in program and support staff knowledge and capacity of Finance functions, and look to build training modules to address knowledge gaps

c) Work in conjunction with the Supply Chain Manager and Regional Finance Manager to produce Finance-related training modules for an online knowledge repository.

Any other tasks as requested by Regional Finance Manager

Qualifications

1) Bachelor degree in Accounting, Business Administration, Commerce or Finance or Economics,

2) Minimum of five years in accounting/finance.

3) Must be able to function comfortably in a complex work environment, working and prioritizing multiple tasks.

4) Able to communicate effectively (written and verbal) in English with staff.

5) Good time management and interpersonal skills. Advanced MS Office skills, especially excel.
