- A Master’s degree in Finance, Accounting, Management, Business Administration, Public Administration or related field with a minimum of seven (7) years of progressively responsible professional experience, including three (3) years at supervisory level.
- A Bachelor’s degree in Finance, Accounting, Management, Business Administration, Public Administration or related field with a minimum of ten (10) years of progressively responsible professional experience, including three (3) years at supervisory level.
- Experience in budget development and financial administration of resources at the international level for a minimum of three (3) years is required.
- Experience in the application of policies, financial rules and regulations in international organizations is desirable.
- Knowledge of and familiarity with Peace Support Operations (PSOs) is a plus.
- Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage.

Purpose of Job
To support the planning, management, and reporting on the utilisation of the funds availed to the African Union (AU) Mission Support Team (MST) at the Multinational Joint Task Force (MNJTF).
Main Functions
The duties and tasks of the Senior Finance Officer will be guided by the AU Financial Regulations and Rules. In this regard, the post holder will work with the Political Affairs Peace and Security Finance Division and with the Strategic Support Cell on MNJTF in the Peace Support Operations Division on the accountability of the utilisation of the funds at the MST. His/her role will primarily be to facilitate the planning, management and reporting on the use of the funds sent to the AU MST as part of the AU additional support to the MNJTF.
Specific Responsibilities
• Consolidate the HQ MNJTF-MST additional support budget in collaboration with the HQ MNJTF. • Analyse various budget submissions, obtain clarifications and justifications. • Prepare the periodic budget performance reports. • Analyse and monitor the budget implementation. • Initiate payments to HQ MNJTF Staff Officers for the settlement of Mission Subsistence Allowances (MSA) as applicable. • Provide advice and guidance, including training, to staff on budgetary and financial policies and procedures, including results-based budgeting. • Maintain internal control procedures to ensure vouchers are processed and correctly posted. • Investigate erroneous charges and take appropriate corrective accounting actions. • Review and verify bank reconciliations on a monthly basis. • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained in accordance with AU Financial Regulations and Rules and proper management of mission resources. • Oversee timely and robust financial operations in accordance with AU Financial Regulations and Rules and the needs of the MNJTF mission, including payments to vendors and staff and liaison with banking institutions. • Prepare the periodic financial reports on a timely and responsive basis to meet the needs of management within the mission and relevant external stakeholders. • Prepare the annual financial report in accordance with IPSAS and AU Financial Regulations and Rules. • Review and verify the closing of monthly accounts and preparation of financial statements. • Scrutinize source documents for completeness, accuracy and validity of charges. • Examine the validity of requests for establishment of petty cash accounts and increases in petty cash levels. • Supervise and evaluate the MST Finance Unit’s staff(s). • Keep up-to-date documents/reports/guidelines that have a bearing on matters related to AU Support Action budgets, ensuring compliance with audit recommendations and decisions as well as with AU policies and procedures. • Perform other related duties as assigned.
Academic Requirements and Relevant Experience

TENURE OF APPOINTMENT:
The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

REMUNERATION:
The salary attached to the position is an annual lump-sum of US$ 89,891.62 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 76,352.16 inclusive of all allowances for locally recruited staff of the African Union Commission.
