Program Background:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crisis and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.

In response to the influx of Syrian refugees in Lebanon, the IRC has launched a multi-sectoral relief program in Lebanon. The program will provide assistance to refugees and host communities in the North, Mount Lebanon and Bekaa Valley through the delivery of protection programming for women and girls and livelihoods programming.

Position Overview:

With the guidance of the Senior Accounting Finance Manager Beirut, the Senior Finance Officer is responsible for day-to-day data processing while keeping compliance with IRC policies, procedures and donor requirements. This position also requires close working relationships with Field Finance Staff, Programs, Admin, Human resource and Logistics units.

To oversee the sub grantees financial reporting, budget and enhance their financial capacity building through training and support.

Responsibilities:

- Review all payment documents for proper and adequate back up. - Assist in the implementation of Finance policies and procedures; ensure compliance with IRC and donor guidelines. - Process and finalize the monthly transaction spreadsheets for onward posting to the accounting system; make sure that all information in the spreadsheet is correct and complete. - Serve as the finance technical person with field offices and Liaise on any pending matter. - Provide support to the field offices and conduct orientation sessions for staff to enhance their information about financial policies and procedures. - Prepare all types of vouchers including cash/bank receipt, payments, and journal vouchers. - Support in finalizing the intercompany monthly and make sure that all allocations for HQ and country offices are being done properly. - Act as the sub-grants focal staff within the finance department and follow up on any related request. - Assist during audits and donor verification visits. - Ensure cash controls are maintained and verify cash counts with the finance assistant as per the petty cash policy. - In liaison with the logistics department, review BAs before approval and participate in tenders. - Ensure beneficiaries’ payments are being uploaded correctly and & in a timely manner. - Prepare monthly bank reconciliation; identify differences or discrepancies and follow up on any outstanding balance as appropriate. - Prepare and reconcile monthly the balance sheet account and do the necessary allocation such as rent files, other prepaid, etc.. - Perform other duties as assigned.

Key Working Relationships:

- Position reports to: Senior Finance Manager - Accounting

- Position directly supervises: N/A. - Technical Reporting: There is a work relation with all the finance team members. - Internal: Finance, HR, Supply Chain, Program, and Field staff - External: Sub Grants partners.

Working Environment/Travel:

Staff will be based in Beirut Main office, with travel to the IRC field offices.

Qualifications

- Minimum of 3 years’ experience in an Accounting /Finance position preferably in an NGO. - Bachelor’s degree in accounting from recognized College/university. - Thorough knowledge of accounting principles and procedures. - Computer literate with essential experience in excel. - Effective communication skills, both written and verbal (English and Arabic). - Acts with integrity and transparency in all decision-making and resolves difficult situations in a calm, thoughtful and professional manner. - Time management and organization skills. - Can work in stressful environment.
