You have:

  • Bachelor’s degree in Accounting, Finance or Business Administration, or related field
  • Minimum 5 years’ experience in Accounting/Finance position with medium business/medium NGO/government agency
  • Experience of working with main institutional donors and humanitarian aid is a plus
  • Practical knowledge of financial systems, budget/cash flow monitoring and internal accounting controls
  • Computer aptitude and experience with word processing, database, management and spreadsheet software
  • Analytical skills and good attention to details
  • Proficiency in written and spoken English and Armenian languages
  • Ability and willingness to travel domestically up to 10% of the time

PURPOSE OF THE POSITION

Senior Finance Officer’s position is required to ensure compliance with local legislation, “World Vision International” (WVI) and donor requirements and to contribute to Finance department objectives.

MAJOR RESPONSIBILITIES

Financial Planning, Budgeting and Reporting

  • Prepare grant budgets as per donor and WV guidelines and requirements,
  • Collaborate with all departments and WV Support offices during grant proposals’ preparation, assist with contract review, payment terms discussion, reporting requirements, partner selection, etc.,
  • Ensure control of World Vision Armenia (WVA) projects’ budgets, cash flow and project funding by providing timely information to budget managers in collaboration with Finance Manager,
  • Ensure standard financial systems are established and maintained in order to provide appropriate levels of security and controls over the organization's resources and operations. Ensure compliance with the relevant policies and standards (WV, local legislation, donors: USAID, EU, UN agencies, etc.),
  • Ensure the submission of timely, accurate and complete reporting to external and internal users, as required. Provide regular financial analysis to budget holders and management to support the decision making,
  • Leading the Audit as per local/ national government and donor requests and procedures,
  • Participate in/ facilitate grant compliance meetings and learning events with respective project managers and staff.

Ongoing financial activities

  • Assist Finance Manager with preparation of aging schedules by analyzing data and research source documents,
  • Prepare/ review coding on financial vouchers for valid account/cost center /donor combinations,
  • Enter financial data into SunSystems/1C software as required,
  • Handle monthly reconciliations of the bank accounts,
  • Prepare/ review source documents,
  • Assist Finance Manager with monthly reconciliations of the larger, more complex accounts in manual or SunSystems.

Capacity Development

  • Conduct partners’ risk assessment,
  • Prepare partner budgets and monitor reporting,
  • Review partner reports and all related supporting documents,
  • Ensure capacity building of partners and sub-grantees,
  • Review the accounting & procurement process and procedures of partner organisations to comply with donor requirements.
