Org. Setting and Reporting This position is located in the Payroll and Payments Section of the Finance Division, Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management, Strategy, Policy and Compliance (DMSPC); The Senior Finance & Budget Officer/Section Chief reports to the Director of Finance Division. The incumbent has a functional reporting relationship to the Controller, OPPBA.

The Payroll and Payments Section administers payroll and benefits compensation of all staff members in the United Nations organization at Headquarters as well as International Staff in field missions. The Section is directly accountable for the complete management of any and all payroll-related tasks within the Umoja System. The Section also manages and oversees the collection, review and processing of all requests for payments which come into the United Nations from third parties, as well as accounting responsibilities within the Umoja System.

Responsibilities Within delegated authority, the Senior Finance and Budget Officer/Section Chief will be responsible for the following duties:

Budget preparation: •Co-ordinates the preparation of budget submissions from managers. •Provides substantive support and guidance to relevant intergovernmental and expert bodies in their budget review; secures approval from the General Assembly.

Budget administration: •Monitors expenditures to ensure that they remain within authorized levels. •Administers and monitors extra-budgetary resources, including review of cost plans, ensuring compliance with regulations and rules and established policies and procedures. •Oversees the review and finalization of budget performance reports; monitors variances between approved budgets and actual expenditures. •Provides advice and support to relevant intergovernmental and expert bodies in review of budget performance reports;

Finance: •Administers and approves New York and field payrolls on behalf of the Controller. •Administers and approves payments relating to salary advances, special payrolls for contractual workers and compensation claims, medical, dental, and group life insurance premiums and other third-party payments related to deductions made from staff members. - Evaluates existing methods and introducing new measures as required to ensure effective and efficient payrolling operations. Undertakes special reviews of operational objectives and related financial policies and procedures affecting the Organization’s financial systems particularly with regard to staff member and retires entitlements. Takes the lead in designing and implementing required changes. •Plans, integrates and coordinates the work of supervisors responsible for portions of the finance programme; monitors achievement of objectives. •Manages the reconciliation and preparation of year-end schedules of pension fund contributions for staff members on payroll. •Provide compliance with Financial Regulations and Rules as regards established payroll disbursement procedures and the timely reconciliation of payroll expenditure and balance sheet accounts. Provides authoritative advice, financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to UN Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars.

General: •Provides advice and guidance, including training, to Headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting. •Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. •Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. Provides correct and proper documentation and documents retention as they relate to staff members salary records and finance files. Deliver excellent client service. •Reviews and analyses financial policies and procedures, makes recommendations for changes and/or modifications. •Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with budgets and established regulations and rules. •Ensures that verification checking, and control routines are always enforced and that their integrity is upheld. Represents the Secretary-General in meetings of legislative organs; represents OPPFB or Division in inter and intra-departmental meetings. •Plans, organizes and manages staff and work programme; plans and discusses individual work programmes with staff and evaluates their performance. •Performs other related duties, as assigned.

Education Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.

Work Experience A minimum of 10 years progressively responsible experience in accounting, finance, administration, budget, business administration . Progressively responsible experience in managing a large-scale entitlement and accounting operation, including international payroll, After Service Health Insurance (ASHI) and Payments, using Enterprise Resource Planning System (ERP) or similar, is required. Experience with International Public Sector Accounting Standards/International Financial Reporting Standards or similar accrual accounting standards is also required. Experience with the budgetary process of a large decentralized organization is desirable. Management experience in financial operations, including at the international level, is desirable. Experience with a UN system or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
