Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

This position is located in UNEP, Economy Division, Climate Technology Centre and Network (CTCN) at the Copenhagen duty station. Under the overall direct supervision of the Director of the Climate Technology Centre, and the direct supervision of the Administrative Officer of Economy Division, the incumbent will perform the following duties:

Responsibilities I. Budget- Budget Implementation, Financial and Grants Management, and financial reporting to the Donors, and the Advisory Board. a) Undertakes reviews, analyses, and preparation of the Climate Technology Centre and Network (CTCN) Annual Operating Plan (AOP) Budget plan and its revisions. b) Reviews, analyses, and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the approved AOP Budget. c) Assists managers in the elaboration of resource requirements for budget submissions. d) Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews. e) Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. f) Monitors AOP budget implementation/expenditures and recommends reallocation of funds as necessary. g) Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) compliance with the Donor Agreement (c) availability of funds. h) Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures, and Donor Agreement conditionalities. i) Prepares budget performance submissions, financial reports, and projections for endorsement by the Advisory Board, and interim financial statements for the donors. j) Monitors and maintains integrity of various financial databases. k) Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. l) Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

II. Claims a) Reviews interim and final financial reports submitted by Implementing Partners to ensure compliance with the approved budget. b) Reviews, analyses and processes payments to third-parties, commercial entities, and individuals.

III. Treasury a) Reviews incoming payment instructions, including those from units within the Division, regarding banking details and sources of funds. b) Prepares payments for final disbursement by Cashier. c) Dispatches payment instructions through UMOJA to Cashier. d) Provides relevant information for receipts and deposits for all incoming funds. e) Notifies Programme Managers of status of payments. f) Assists staff members, Fund Management Officers, and donors regarding queries on payment and deposit-related issues. g) Investigates complaints on non-receipts. h) Prepares periodical reports: cash flow, contributions. i) Follows-up on audit recommendations. j) Follows-up on fraud cases. k) Files and archives as required.

IV. General a) Keeps up to date on documents/reports/guidelines that have a bearing on matters related to the programme, ensuring compliance with CTCN Advisory Board recommendations and decisions as well as with United Nations policies and procedures. b) Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. c) Provides guidance, training, and daily supervision to other general service staff in the area of responsibility. d) Provides guidance to the CTCN Team on Implementing Partner's Due Diligence, takes part in meetings for Fiduciary Assessment of the Implementing Partners for Green Climate Fund (GCF) projects and recommend to the CTCN Administrative Officer for approval and signature on the Assessment. Advice the CTCN team on appropriate legal instrument to be used. e) Supports the divisional initiatives and teams on finance and budget thereby improving the Divisional compliance to the corporate fiduciary standards. f) Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. g) Assists with visualizations and updating information material such as web pages or brochures. h) Performs other related duties, as assigned.

Education High school diploma or equivalent is required. Supplemental additional technical training in Accounting and Finance or related field is required.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Job - Specific Qualification A technical or vocational certificate in the field of accounting, finance or business administration is required.

Work Experience A minimum of (10) ten years of relevant and progressive experience in the field of budgeting and accounting preferably within the UN system or similar international organization is required.

Experience in project/grant management, budgeting, accounting, and financial management is required.

Experience in using MS Microsoft Word and Excel or spreadsheet programs is required.

Experience in Enterprise Resource Programs, IPSAS and other financial management programmes /systems used by the UN system or similar International organization is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

Note: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Special Notice Appointment against this post is for an initial period of one year and may be subject to extension.
