Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices, and other tools that assist in environmentally sound decision making and the building of corresponding activities.

This position is located in Economy Division's Programme Management and Administrative Unit (PMAU) at Geneva duty station, more specifically servicing the UNEP Chemical & Health Branch of the Economy Division. Under the direct supervision of the main Administrative Officer servicing the Chemicals and Health Branch and the overall guidance of the Principal Officer for the Science Policy Panel on Chemicals, the incumbent will be responsible for the following duties:

Responsibilities 1. PROGRAMME MANAGEMENT: For the assigned Units within the Branch: (a) Assist with the oversight and coordination of financial aspects in the preparation and implementation of the programme of work and budget of the Units. (b) Assist with the preparation and revision of projects, following-up and monitoring financial reporting of implementing partners. (c) Assist Programme Officers within the Units in monitoring and implementing projects and programme of work; (i) provide updated and accurate status of contributions and expenditure. (ii) monitor related transactions and instigate remedial measures. (iii) provide guidance on appropriate legal documents and financial instruments to be used. (d) Assist and advise Programme Officers in the preparation of Memoranda of Understanding, Letters of Agreement, Project Co-operation Agreements and similar legal instruments.

2.GENERAL ADMINISTRATION: Assist the Administrative Officer of the Branch by providing general administrative services: (a) Act as Certifying Officer for the assigned Units and within delegated authority. (b) Support work related to procurement at the assigned Units level and within delegated authority. (c) Support the development and implementation of procedures. (d) Assist in the preparatory arrangements for meetings, supervise and certify the preparation of official travel arrangements for staff members and participants, within the delegated authority. (e) Perform other related administrative and financial duties.

3. HUMAN RESOURCES: Provide guidance and support to the PMAU Finance Group in Geneva, coach and mentor the newer finance staff to integrate better in the Branch.

4. DATA: (a) Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. (b) Assists with visualizations and updating information material such as web pages or brochures.

Competencies PROFESSIONALISM: Knowledge of, and ability to apply financial rules, regulations, and procedures in the UN environment. Knowledge, skills, and ability to extract, interpret, analyze and format data across the full range of finance and budget functions, including programme development and database management, claims and treasury operations. Knowledge of funds management. Proficiency in MS Word, Excel, and ERP Financial Systems; ability to produce high quality work under pressure and cope with deadlines, with demonstrated attention to detail; ability to exercise judgment and tact in handling sensitive and confidential matters. Ability to identify and resolve data discrepancies and operational problems. The ability to perform analysis, modeling, and interpretation of data in support of decision-making. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education High school diploma or equivalent is required. Additional technical training in the field of accounting, finance and business administration is required.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience A minimum of ten (10) years of relevant and progressive experience in finance, accounting or financial administration is required.

Experience in using financial functions in Enterprise Resource Planning (ERP) systems such as System Applications and Products in Data Processing (SAP) or Oracle is required.

Experience with International Public Sector Accounting Standards (IPSAS) is desirable.

Experience in applying Financial Rules and Regulations in an international organization is desirable.

Experience in the use of business intelligence tools is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French or another official United Nations language is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Special Notice Appointment against this post is for an initial period of one (1) year and may be subject to extension.
