Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

This position is located in UNEP's Corporate Services Division, Nairobi duty station. Under the supervision of the Chief, Financial Management Service, the incumbent will be responsible for the following duties:

Responsibilities 1. Budget: · Acts as Certifying Officers on behalf of and in the absence of programme managers at offices outside headquarters. · Undertakes reviews, analyses and preparation of the medium-term plan and its revisions. · Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements, including programmatic aspects; ensures compliance with the medium-term plan and other legislative mandates. · Assists managers in the elaboration of resource requirements for budget submissions. · Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. · Provides input into the preparation of allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. · Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. · Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. · Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. · Assists in the preparation of budget performance submissions. · Assists in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. · Monitors integrity of various financial databases. · Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. · Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

2. Financial and management reporting · Preparation of monthly, quarterly reports on budgetary performance of the Environment Fund, the trust funds and earmarked contributions vis-à-vis the programme of work for the sub-programme managers and the UNEP senior management team. · Preparation of analyses of the budgetary performance relative to the expectations and forecasts for the year and biennium and any suggestive corrective actions, if needed. · Working on a continuous basis with the administrative, fund and line officers and staff in general on the details of the reports and the undertaking of the possible corrective actions; and · Assist in preparation of six monthly Programme Performance reports for CPR and UNEP management, ensuring that these reports are shared with all the concerned parties for their effective utilization and strategic decision making. · Preparation of other corporate reports on UNEP’s programme of work on aggregated income, appropriations, allocations and expenditures for the UN requirements and general queries; · Managing and reporting Fund Programme Reserve status. · Backing up the Budget Assistant and to a lesser extent, other functions.

3. Trust Fund Management · Assist in establishment, closure, maintaining database updating contributions, interest income and commitments including financial reporting by Consolidating partnerships trust funds and general trust funds. · Maintain the trust funds’ database by updating contributions, interest and commitments. Ensure that collected data is accurate by maintaining linkages to source files and by extracting and analyzing information needed from Umoja for input into database. · Liaise with the other units within the service such as Treasury and Finance Support units to oversee and ensure that the data captured in the database is complete and accurate. · Create status reports on trust funds on a regular basis for use by Fund Management Officers in resource management and develop new reports as needed · Prepare allocation letters for approval by Chief of service for use of trust fund resources and prepare revisions to the allocations as needed. · Monitor programme support cost generated by maintaining tables of the support income generated and ensuring that rates applicable are accurate. · Assist in financial reporting of the trust funds and earmarked contribution.

4. General: · Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. · Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters. · Provides guidance, training and daily supervision to other general service staff in the area of responsibility.

5. Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. - Assists with visualizations and updating information material such as web pages or brochures

6. Performs other related duties, as assigned.

Education Completion of High school diploma or equivalent is required. Additional training or qualification in finance, budget or accounting is desirable.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience A minimum of ten (10) years of progressively responsible experience in finance, budget, accounting, administrative services or related area is required.

Working experience with an Enterprise Resource Planning (ERP) system such as Oracle or SAP is required.

Working experience with data analysis, reconciliations and reporting is desirable.

Working experience in an international organization such as the United Nations or equivalent is desirable.

A minimum one (1) year or more of experience in data analytics or related area is desirable

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, Fluency in English is required. Knowledge of another UN official language is desirable.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Special Notice Appointment against this post is for an initial period of one year and may be subject to extension.
