Org. Setting and Reporting This position is located in the Executive Office of the Office of Internal Oversight Services (OIOS) in New York. The Finance and Budget Assistant will report to the Finance and Budget Officer. OIOS is an independent office reporting to the Secretary-General and to the General Assembly. It comprises of three pillars, the Internal Audit Division (IAD), the Inspection and Evaluation Division (IED) and the Investigations Division (ID) with a staff presence in Headquarters, Offices Away from Headquarters and in Peacekeeping Missions.

Responsibilities Within delegated authority, the Finance & Budget Assistant will be responsible for the following duties:

Budget: - Prepares reports for senior management on organisational need and requirements for reporting and analysis; drafts responses on budget and finance matters to legislative bodies - Prepares and cleanses large data sets from primary and secondary data systems - Acts as travel focal point providing guidance on travel policies and troubleshooting travel requests in Umoja; reviews and certifies travel requests and travel expense reports. - Reviews, analyses and prepares budgets and performance reports for regular budget, support account and extra budgetary resources. - Acts as Certifying Officers for OIOS accounts - Assists managers in the elaboration of resource requirements for budget submissions. - Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies. - Processes fund distribution received by the Controller’s Office and of allotment advices. - Monitors expenditures and compares with approved budget; prepares adjustments and redeployments of funds as necessary. Coordinates justification for redeployment request with offices. - Monitors integrity of various financial databases. - Prepares consolidated monthly expenditure reports - Assists in the preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. - Maintains records and statistics of past expenditure reports - Uses information technology tools to analyze financial data

General:

  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.
  • Coordinates with service units and liaises frequently with internal team members both at Headquarters and in the field.
  • Provides guidance, training and daily supervision to other general service staff in the area of responsibility.
  • Keeps up-to-date on documents/reports/guidelines that have bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with the United Nations policies and procedures
  • Performs other related duties, as assigned.

    Education High school diploma or equivalent. Must have passed the United Nations Global General Service Test (GSST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.

    Work Experience A minimum of ten years of progressively responsible experience in finance, budget, accounting, administrative services or related area is required.

    Experience in data analytics using Umoja or similar ERP is desirable.

    Experience working with large data sets is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, the Economic Commission for Africa, the Economic and Social Commission for Western Asia, the United Nations Office at Geneva, the United Nations Office at Vienna, the International Criminal Tribunal for Rwanda, or the International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
