Result of Service The Consultant will deliver three inception reports for the operationalization of Pillar 2 of the Economic Framework in the Governorates of Taiz, Hodeidah and Hadramawt.

1. Inception report for implementing Pillar 2 of the Economic Framework in Taiz 2. Inception report for implementing Pillar 2 of the Economic Framework in Hodeidah 3. Inception report for implementing Pillar 2 of the Economic Framework in Hadramawt

Each inception report will include: context of Governorate; an overview/analysis of existing initiatives; analysis of the findings, feedback and needs identified during field missions; gap analysis; recommendations for programming and partnerships; recommendations for future research.

Duties and Responsibilities Reporting to the United Nations Resident Coordination for Yemen, the Senior Expert on Economic Development will provide advisory services in support of the Yemen Economic Framework (EF), including production of a series of inception reports on the operationalization of Pillar 2 of the EF in three Governorates.

The EF is an initiative of the Resident Coordinator’s Office (RCO). It has been developed to support programming and implementation of the humanitarian-development-peace nexus (HDPN) in Yemen, and is based on the central assumption that revitalizing the economy is key to: 1) shifting away from dependency on aid; 2) moving to sustainable interventions that improve the lives and livelihoods of Yemenis; 3) shoring up peacebuilding efforts and the political process. The creation of new and durable employment solutions will be crucial to fostering sustainable livelihoods for Yemenis.

Through the programmes of UN agencies, bilateral and multilateral partners and non-governmental organizations (NGOs), a range of interventions are already taking place that intend to contribute to improving sustainable economic outcomes in Yemen. The EF seeks to act as a framework to capture and coordinate these initiatives, support coherence, identify gaps and pilot focused nexus programming that supports economic development. Monitoring and reporting on collective progress and coordination with Yemeni authorities and local actors, as well as UN agencies, funds and programmes and bilateral and multilateral donors, are essential to the success of the framework. The EF will be delivered through a wide range of partnerships and in close collaboration with the work of the Office of the Special Envoy for Yemen (OSESGY), multi- and bilateral donors, regional partners and Yemeni stakeholders. The EF offers four pillars of substantive work that span the HDPN:

1. Effective and efficient humanitarian response that lays the foundation for sustainable interventions 2. Transitioning to sustainable development with a focus on livelihoods 3. Paving the way for stability by improving business conditions through improved supply chains, leading to cost reductions 4. Supporting sustainable peace with macroeconomic reform and investment growth

The focus of this consultancy is Pillar 2:

“Building on the scope and footprint of humanitarian assistance with its focus on saving lives, this pillar aims to expand the focus towards sustainable livelihoods, encompassing food security, agricultural production, water and sanitation, water management and fisheries, and including nexus work on nutrition through a multisectoral approach. As food security in Yemen is also closely related to the ability to afford food, Pillar 2 looks at employment creation in all sectors, including through public works programmes, cash transfers and support to small and medium enterprises.”

The Senior Expert will work with UN agencies, funds and programmes, national and local partners and bilateral and multilateral donors to support coordinated analysis and advice using an area-based approach in the pilot Governorates of Taiz, Hodeidah and Hadramawt, including: - Undertaking an analysis of the patterns of humanitarian assistance as a basis for shifting to sustainable economic development interventions; - Identifying opportunities to increase overall household purchasing power and local food production in these governorates; - Mapping how far existing programming takes advantage of these opportunities, identifying any gaps that exist and recommending development of new programming where needed; - Identifying challenges, including the need to undertake political economy analyses to identify key vested interests, and developing approaches to overcome these challenges; - Ensuring that analysis is inclusive of poor and marginalized groups; where necessary proposing additional targeted livelihoods interventions, including public works programmes, to ensure vulnerable communities or groups are not left behind.

Responsibilities and activities will include: 1. Mapping of current programming and initiatives, including meetings with the UN Country Team at Programme Management Team (PMT) level, World Bank and humanitarian and development donors. 2. Coordination of missions to selected Governorates of Taiz, Hodeidah and Hadramawt in partnership with bilateral donors, UN agencies and NGOs where appropriate. Coordination will be carried out through the Yemen Partner Technical Team (YPTT) with the support of the RCO. 3. Engagement at Governorate level with a range of stakeholders including Governorate officials, humanitarian and development implementers on the ground, local and international NGOs and civil society. 4. Assessment and analysis of current programming, needs and opportunities, and identification of gaps and opportunities for programming to support Pillar 2 of the EF. 5. Reporting through the YPTT and PMT on findings. 6. Final presentation of inception reports to the UN Country Team.

Qualifications/special skills Advanced degree or equivalent in political science, economics, community development or related areas is required. A minimum of 30 years of experience in conducting complex analysis and providing strategic advice and recommendations on conflict-sensitive programming in fragile contexts facing development and humanitarian challenges is required. Experience with high level representation with both national and local government officials and authorities as well as coordination experience with UN country teams, political and/or peacekeeping missions and development partners is required. Experience of working in Yemen is required.

Languages For this post, fluency in English is required.
