Result of Service

1) Develop a final revised strategy for Parties to meet the 2025 and 2028 goals of the Stockholm Convention with regards to the elimination of PCB, for consideration at the twelfth Conference of the Parties (Project output 1.3); 2) Develop a draft revised guidance on the development of inventories of polychlorinated biphenyls and analysis of polychlorinated biphenyls, for consideration at the twelfth Conference of the Parties (Project output 1.3); 3) Support the development of regional workshops on PCB within the project activities (Project output 1.2); 4) Support the development of a template approach to facilitate the integration of PCB disposal project components into electricity and energy sector projects in developing countries and countries with economies in transition (Project output 3.1).

Duties and Responsibilities

Under the supervision of the Programme Officer, the consultant will perform the following tasks: 1) Develop a revised strategy for Parties to meet the 2025 and 2028 goals of the Stockholm Convention with regards to the elimination of PCB. 2) Develop guidance documents (including incorporating comments and inputs from the Small Intersessional Working Group on PCB) and materials. Furthermore, provide trainings at regional workshops on PCB environmentally sound management; 3) Develop a report with a global assessment of the capacity, operation conditions and location of interim storage, treatment and final disposal capacities for the treatment of PCB.

Qualifications/special skills

An advanced university degree (master’s or equivalent) in science, environment, or related discipline or similar field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree A minimum of 7 years of progressively responsible experience in the field of chemicals and/or waste management is required; Knowledge of the Stockholm Convention, its provisions and processes under the Convention is required; Experience in working on the issues related to persistent organic pollutants, in particular PCB and waste management related to the Stockholm Convention is required; Expert knowledge of management and assessment of industrial chemicals throughout their lifecycle is desirable; Experience in analyzing inventory data and developing publications of a technical nature within the context of the United Nations is desirable.

Languages

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required, including strong drafting, and writing skills. Fluency in Spanish and/or French would be an asset.
