OBJECTIVES OF THE PROGRAMME

The Director-General's Office (DGO) provides support to the Director-General in directing the work of the Organization within the framework of WHO's Constitution, so as to maximize the Organization-wide contribution to the work of Member States in achieving significant gains in health status, and progressively realizing the objective of the attainment by all peoples of the highest possible level of health.

DESCRIPTION OF DUTIES

1. Coordinates and provides senior leadership in establishing new approaches, evidence-based policies and strategies and capacity-building initiatives for implementation across the three levels of the organization.

2. Provides strategic, technical, and operational support to DGC/DGO toward the effective execution of his/her functions and responsibilities.

3. Provides senior-level expertise and advice to the Chef de Cabinet and Senior Management in the areas under their responsibility, including the development and establishment of new strategies and policies for implementation.

4. Manages and develops DGO work plan objectives and ensures priorities are met and on track and advises senior management on developments and progress.

5. Manages the programme delivery and timelines of various programme projects of DGO in accordance with work plans and ensures the coordination of periodic reviews of programmatic/technical achievements and progress indicators for reporting activities.

6. Lead, coordinate and execute special projects and initiatives commissioned by senior management (DG, DGC/DGO) as needed.

7. Assess institutional implications of issues that affect the functioning of DGO and WHO, taking into account and in consultation with appropriate stakeholders, inter alia, risk management, legal and reputational considerations, and make recommendations on possible policies, strategies and other measures to address issues of concern and to advance mandated objectives.

8. Represent DGO on assigned issues, coordinating, developing and maintaining collaborative relationships and partnerships, including serving as a point of contact for partner institutions/individuals.

9. Act as Secretariat to support DGC/DGO for executive-level meetings and other senior management bodies convened by DGO, including meetings of the Global Policy Group, ADGs/EXDs, and HQ Directors. Oversee the preparation and planning of agendas, and the monitoring, follow-up and timely reporting on discussions and decisions.

10. Builds partnerships with other UN Agencies, Donors, research institutions, and other stakeholders to position the DGO areas of work and implementation into respective policies.

REQUIRED QUALIFICATIONS

Education

Essential:

  • Advanced university degree in public health, law, international affairs, business administration /management, or in another relevant scientific, management or policy-related field.

Desirable:

  • An additional advanced degree in another relevant scientific, management, or policy-related field related field.

Experience

Essential:

  • A minimum of 15 years of relevant professional experience, including at least 10 years in international public health, and significant experience in designing, leading and project-managing multi-phase/multi-stakeholder programmes and projects and formulating institutional strategies and policies in complex environments.
  • Experience in providing senior-level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in the area of developing and establishing policies and strategies.

Desirable:

  • Proven expertise in a senior-level strategy/policy environment, preferably in an executive office, or in the context of working with senior leadership, of a complex organization.
  • Experience working in a United Nations or multilateral agency and/or international health management group.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 106,023 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7227 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
