Organizational Context

Education Cannot Wait (ECW) is the global fund for education in emergencies and protracted crisis and is a UNICEF hosted fund functioning under UNICEF policies, procedures, and guidelines. ECW is entering it’s second strategic period with the ambition to mobilize 1.5Bn USD over the coming 4 years. The ECW Director is a global advocate for EiEPC and, with the support from the ECW Secretariat, ensures that more and better funding is secured for education in emergencies and protracted crisis.

Purpose of the Job

Under the direct supervision of the ECW Director undertakes executive management support services for ECW as UNICEF Hosted fund. The incumbent assists in ensuring efficient and cost-effective administrative support services, providing guidance to administrative staff as well and supporting staff in office administrative assignments. Ensures the office’s administrative operations and services are in compliance with the organization's administrative policy, procedures, rules and regulations.

Key functions, accountabilities and related duties/tasks

1. Support the ECW Director in managing schedule, meetings, events and travel arrangements

Ensures that the ECW directors schedule and calendar is up to date and managed in close coordination with the Director and colleagues in the secretariat. Provides relevant documents to the ECW Director prior to meetings, events or missions and assists the Director in planning missions and travel engagements. Including and not limited to:

  • Supports in planning and execution of meetings
  • ensures that all updated briefing materials are on the calendar and in the briefing book
  • Prepares Director's daily briefing book and card
  • Receives guests, prepares meeting rooms
  • Assists in sending RSVPs to invitations
  • Supports time management and scheduling on behalf of the Director with appropriate consultation as required and effectively prioritizes and resolves related conflicts and competing demands
  • Assists in monitoring emails and follows up on logged requests and receipt of recommendations
  • Brings sensitive and urgent matters to the attention of the Director; screens, prioritizes all incoming correspondence; compiles relevant background documents and references; identifies issues requiring the Director's attention and refers others to the relevant office and appropriate disposition; monitors and follows up on action to be taken.

2. Support to the High-Level Steering Group (HLSG) and Executive Committee (ExCom)

  • Assists coordination and planning with ECW's governance structure, including the High-Level Steering Group (HLSG) and Executive Committee (ExCom)
  • Assists managing communications with governance bodies by responding to general queries and requests for information and directing to appropriate members of the ECW Secretariat.
  • Assists managing ECW's email inbox to ensure timely and efficient engagement with external partners, donors, civil society and ExCom/HLSG members and to ensure a smooth flow of information.
  • Assists in monitoring all pending action points and follows up
  • Official back-up for the P3 Executive Specialist

3. Management of administrative supplies, office equipment and other properties is effectively performed

  • Management and oversight of functions related to administrative supplies and office equipment for the ECW Office in New York. Together with the admin team, ensure that supplies and materials are procured and stored.

4. Any other assigned administrative support responsibilities and services are effectively carried out and delivered

  • ECW is a small secretariat, and the staff member is expected to take leadership on and carry out other administrative support and services as directed by the ECW Director.

To qualify as an advocate for every child you will have…

  • Completion of Secondary School, University level courses in administration, finance, or any other related field of discipline relevant to the job is an asset.
  • A minimum of seven years of relevant professional work experience in office management, administration, finance, accounting, ICT, human resources, supply or any other relevant function.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

In addition, during your appointment in ECW, you will not be considered eligible for conversion to a Continuing Appointment as per UNICEF Administrative Instruction on Continuing Appointment (CF/AI/2017-002) or any revision thereof. In the event that your post is abolished, the priority granted, and other support provided to staff on abolished posts in staff selection processes will only be extended to posts within ECW and not to other posts in UNICEF.
