Job Description

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just implementing small projects to handling large-scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently, IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Scope of Work

The overall purpose of the Senior Evaluations and Learning Officer - Economic Recovery and Development (ERD) will be to provide countrywide surveys and evaluations technical support to the MEAL and ERD teams in Yemen. The Senior Evaluations and Learning Officer will be the focal person for the ERD country surveys and evaluations, and s/he will provide a leadership role from the planning of the surveys and assessments until their completion, including report writing and documentation of lessons learned.

Working Relations

· Position Reports to MEAL Coordinator with a dotted line to the ERD Coordinator

· Position directly supervises field-based Surveys and Evaluations field staff.

· Other Internal and/or external contacts: M&E Managers, CRA Manager, ERD Manager, and ERD Data Management Officer.

Key Responsibilities

· Undertake surveys and evaluation initiatives; design data collection tools; review, analyze and interpret responses; identify problems/issues and prepare conclusions.

· Ensure surveys and evaluation data systems and repositories for evaluation products are readily available, e.g., uploaded on the BOX or other online Knowledge Management Systems.

· Support the M&E Officers when conducting Baseline, Endline Evaluations, Post Distribution Monitoring (PDMs), Satisfaction Surveys, Post-planting and Post-harvest surveys, and other related household surveys in all locations.

· Provide leadership and guidance in the survey and evaluations process, ensuring the full participation of ERD staff from planning through data collection to reporting and drawing conclusions and recommendations.

· Carry out data analysis for surveys and evaluations using data analysis software such as SPSS, R, MS Excel and produce quality surveys/ evaluation reports, including Factsheets.

· Lead in IRC MEAL studies and research, and provide concrete recommendations based on the study/ research findings.

· Register all planned evaluations on the IRC surveys and evaluations PowerBI tracker and ensure that all evaluations are conducted in line with IRC’s survey guidelines.

· Generate lessons learned from the surveys and evaluations conducted, share the lessons with the MEAL & ERD teams, and generate lessons learned notes every quarter.

· Ensure to archive all ERD data in the BOX.

· Support ERD program to develop registration tools

· Any other duties as assigned by the MEAL Coordinator.

Qualifications

REQUIREMENTS: (Qualifications, Skills and Abilities)

A. Education: University degree in Monitoring and Evaluation, Statistics, Research, Data Science, or related studies

B. Experience:

· Minimum of three years working experience in monitoring and evaluation or research.

· Experience in leading Food security and livelihoods surveys or evaluations e.g. post-distribution monitoring, post-harvest surveys, post-planting surveys, KAP surveys will be a distinct advantage.

· Experience in data collection using mobile data collection systems such as Commcare, KoBoCollect, or ODK.

· Experience in data analysis using Excel, PowerBI, ENA, SPSS, and/or STATA. This will include hands-on experience in data capturing and coding, analysis, reporting of indicator data, and supervising data collection.

· Strong technical skills in writing surveys, evaluations, and research/ study reports.

· Excellent interpersonal skills; both verbal and written communications skills as well as strong team working skills.

· Ability to manage multiple tasks in an effective, proactive, and timely manner.

· Strong verbal and written communications skills in English and Arabic

Work Environment

The position is based in Aden, with frequent travel to field locations in South and North Yemen
