Purpose of the position

The Senior Evaluation Officer supports the implementation of the overall Evaluation Strategy, by helping to promote quality evaluations that contribute to organizational learning, accountability, and fulfillment of the ICRC’s mission. S/he leads on implementing strategic evaluations and strengthens the quality of decentralized evaluations and the capabilities of those commissioning them.

Main duties and responsibilities

  • Manages – or supports the managers/sponsors of – assigned strategic evaluations led by the Evaluation Office at all stages of the project process.
  • Contributes to developing methodologies and methods tailored to the ICRC’s working context, cooperating across all departments.
  • Provides advice and support to the commissioners of decentralized evaluations in implementing the evaluation guidelines, strengthening their evaluation capabilities, and complying with relevant international good practices and industry standards.
  • Works with other business units and sectors to ensure complementarity in carrying out evaluations, e.g. with respect to planning, monitoring, and outcome-based approaches.
  • Engages evaluation owners and relevant decision-makers post-evaluation to collaboratively monitor the uptake and implementation of recommendations as per management responses.
  • Contributes to the development of the ICRC’s evaluation guidelines and their dissemination and uptake within the organization.
  • Supports the introduction, development, and upkeep of knowledge-management systems and tools to support the strengthening of evaluation practice and share information about evaluations taking place within the ICRC.
  • Identifies evidence-based best practices and lessons learned, promoting their use to improve the ICRC’s performance and decision-making.
  • Participates in the recruitment of staff, consultants, interns, etc.; guides and supervises a junior staff of the Evaluation Office.
  • In close coordination with the Head of Evaluation Office, provides substantive support in drawing up the office’s annual work plan.

Scope and Impact

  • Geographic remit: global.
  • The scope of the role is cross-organizational, working at the ‘centralized’ level of the Office of the Director-General to support strategic-level evaluations led by the Evaluation Office, and working across the ICRC’s departments to support ‘decentralized’ evaluations that are led by others.
  • The role’s impact will increase the evidence base for learning and decision-making at both strategic and operational levels through multiple strategies, including managing evaluations, supporting others to commission and manage evaluations, strengthening knowledge of evaluation approaches, and facilitating learning from evaluations.

Relationships

  • Internally, interacts with stakeholders who commission or manage evaluations, such as senior managers, Programme Managers and Project Managers, Protection Coordinators, Heads of Mission and heads of sector and unit.
  • Externally, interacts with consultants and peers in other organizations and represents the ICRC to stakeholders such as donors and other members of the International Red Cross and Red Crescent Movement.

Education, skills and experience required

  • Typically, ten to 12 years’ overall professional experience.
  • Experience in evaluation in humanitarian settings.
  • A minimum of eight years of professional experience in implementing and managing evaluations as per international norms and standards for evaluation.
  • Experience in developing evaluation methodologies, tools, policies, procedures, and operations.
  • Proven expertise in quantitative and/or qualitative and mixed methods for evaluation to support measuring long-term effects.
  • Experience in applied ethics in research and evaluations which include participants who are vulnerable or disadvantaged.
  • Experience in planning and implementing evaluation capacity and capability-development activities.
  • Experience in managing highly complex, politically sensitive, and strategic evaluations.
  • Experience in international organizations and in managing evaluations related to the ICRC’s mandated areas of work is an asset.
  • Advanced university degree (master’s or equivalent) in evaluation, humanitarian response, international humanitarian law, human rights, social sciences or other relevant field.
  • Fluent command of English and another language is mandatory.
  • Computer proficiency.
