Overview

Lead strategic relations with EU donors and enhance internal capacity.

You have:

  • University degree or equivalent qualification.
  • Minimum 7-10 years of experience from a humanitarian/development organization and/or from a donor administration, either at Head Office/capital or field/embassy level.
  • Documented results in resource mobilization, including with developing proposals and reports to government donors, UN or similar.
  • A thorough understanding of Project Cycle Management, especially of the logical framework approach.
  • Excellent interpersonal and communication skills, including negotiation skills.
  • A conscientious and structured person with strong planning and administrative skills, including computer skills (MS Word, MS Excel, MS PowerPoint).
  • Fluency in English, both written and verbal. Skills in French is an asset.
  • Knowledge of ECHO, including its strategic positioning, organizational set up, ways of working, and funding mechanisms.
  • Prior experience with the following donors is also desirable: DG ECHO (European Commission), Centre de Crise et de Soutien (France), Directorate-general Development Cooperation and Humanitarian Aid (DGD, Belgium), MINBUZA (MFA - Netherlands).

Context

Established in 1946, NRC is an independent, humanitarian, non-profit, non-governmental organisation working in over 30 countries. About NRC Europe

Located in Brussels, NRC Europe was established in 2006 to strengthen NRC strategic partnership and working relationships with the EU and its Member States. Since then, NRC Europe has been assisting NRC Country and Region Offices in the implementation of EU and Member States funded projects in compliance with donor's rules and promoting relevant policy changes to adapt donors’ requirements with operational realities. It has been playing an increasingly significant role in support of field advocacy, by raising institutional and public awareness on refugee and IDP issues at European level.

What you will do

As Senior EU Institutional Partnership Adviser, you will be the lead expert for several institutional donors working collaboratively to set the direction for our strategic relations with them while building internal capacity for NRC staff in line with the donors’ regulations. You will be responsible for:

  • Building up relations and developing a strategic dialogue with EU and Member States donors as per NRC Europe’s strategy;
  • Being NRC focal point to DG ECHO (European Commission). In charge of NRC’s strategic engagement with the donor, you will guide and support NRC programmatic and policy work towards DG ECHO;
  • Ensuring the development of institutional partnership and strategic engagement with identified European humanitarian donors, and in priority the French CDCS, the Humanitarian division of the Dutch MFA and the Belgian DGD;
  • Promoting quality programming, sound humanitarian financing solutions and continuous dialogue with these donors;
  • Developing NRC’s ability to influence donors’ operational approaches and financing mechanisms;
  • Contributing to increase NRC’s visibility vis a vis EU Member States donors.
