This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for a medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, supports the delivery of sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.

SG-ENE leads ADB’s energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector. SG-ENE is also responsible for implementing an ADB corporate initiative: the Energy Transition Mechanism (ETM) and partnering with the G7 countries on the G7-led Just Energy Transition Partnership (JETP) programs, in select countries.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with DMC clients. Expected candidates are seasoned experts with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions.

Job Purpose

The Senior Energy Specialist will formulate and articulate energy sector policy and strategies, engaging DMC governments in policy dialogue, and conducting ADB’s activities to support sector policy reforms, with particular responsibility to identify opportunities for energy transition, in line with ADB’s 2021 Energy Policy (2021). The position will lead the identification, development, processing, and implementation of investment and TA projects and non-lending products and services (NLPS) in the energy sector (including climate change mitigation projects) that contribute to ADB’s goal of reducing poverty. S/he will oversee and ensure the quality of project development, implementation, administration and overall results for loans, TA projects, and non-lending products and services in the energy sector. S/he will build effective partnerships with other departments such as Climate Change and Sustainable Development Department, Office of Markets Development and Public-Private Partnership, and Private Sector Operations Department, and the Regional Departments, and with co-financing units to deliver value-added services to the DMCs.

The incumbent will report to the designated Director, SG-ENE and will collaborate closely with colleagues from the RDs. The incumbent will supervise National Staff (NS) and Administrative Staff (AS).

Qualifications

Relevant Experience & Requirements

· Master’s degree in engineering, economics, finance or business administration, or related fields; University degree and at least 5 years of relevant work experience may be considered in lieu of a Master’s degree.

· At least 10 years of relevant professional experience in energy and climate change fields.

· Credible expert in field of expertise with recognized ability to lead projects and share relevant knowledge to benefit the broad ADB community.

· Significant expertise within a specific area of ADB's operations (economic, sector, or thematic), or breadth across multiple areas with in-depth knowledge within one area.

· Demonstrated team leadership or managerial skills and experience leading professionals, teams, and missions for technical matters and projects processing/implementation.

· Excellent written and verbal communication skills in English.

· International experience working in several countries.
