Travel:

UNDP will cover the cost of travel of the individual to the duty station (Tunis, Tunisia), as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Senior Energy Advisor is to travel to Libya on missions. UNDP will cover the expenses associated with the mission travel.

Office/Unit/Project Description

The consultant will provide strategic guidance to UNDP, UNSMIL, UN and its partners to more effectively improve the governance, performance and sustainability of the Libyan utility company and to encourage the transition of Libyan energy production to renewable energy. Sh/e will provide strategic and technical guidance to both UNDP and UNSMIL on electricity support and interventions, ensuring that they are oriented not only to improving the quality of electricity but oriented towards sustainability.

The SEA will participate and facilitate cooperation with partners including the World Bank, USAID and UNEP. SEA will also represent the UNDP and UNSMIL (if required) at various workshops and conferences as required.

The SEA will support implementation of the Libyan Emergency Grid Stabilization Programme, which aims to facilitate critical repairs to the Libyan grid with the aim of avoiding system collapse. This includes ensuring that there is sufficient national funding for the repairs and that this funding reaches the service providers. The SEA should identify systemic shortcomings in the maintenance and repair processes within the utility company and make recommendations and interventions to address shortcomings. The SEA will also work with GECOL to develop and implement a common load shedding schedule including among Libya’s state-owned enterprises particularly steel and cement production.

The SEA will identify, support the identification/development and implement projects/programs aimed at improving Libyan energy efficiency with the aim of reducing energy demand.

The SEA will also work to re-orient Libya’s energy system to incentivize the transition to renewable energy. This includes supporting projects that allow for the participation of the private sector in renewable energy projects and the development of regulatory frameworks that allow the government to provide sufficient guarantees for the reimbursement of capital investment costs (includes supporting an ongoing project to install solar energy along the Man Made River).

Institutional Arrangement

The SEA will report to UNDP Deputy Resident Representative and the Programme Analyst for E&E (who is the Project Manager of the “Libyan electricity sector stabilization and transition support”. S/he will provide bi-weekly status reports summarizing all aspect of the project as well as insight into potential challenges.

Duties and Responsibilities

Scope of Work

  1. Assess the present status of fuel supply to the energy sector and identify the potential environmental and sustainability benefits for the transition towards renewable energy.
  2. Identify the constraints facing the transition towards renewable and sustainable energy and propose plans to mitigate those constraints.
  3. Produce an assessment of the status of renewable energy plans and the institutional capacity of Libyan institutions to carry out these plans. This assessment would include the potential role of private sector and recommends ways to engage with the private sector in the development of renewable energy solutions.
  4. Propose institutional development and capacity building effort at the state, the state-owned energy institutions and cities and municipalities leading to the rapid introduction of renewable energy programs. The advisor will present plans not only for the development of utility scale solutions, but also for solutions for government, industrial and commercial, and residential customers, including potential financial solutions, and operating and maintenance guidelines.
  5. In coordination with UNDP, UNSMIL and UNEP, support the Man-Made River Community Solar project (MMR CS1) development process. This project aims to provide supplementary electricity to the water pump stations along the Man-Made River (MMR) to improve and secure water supply and provide electricity to towns located along the path of the MMR. This project should be implemented in a manner that provides the communities with sufficient incentives to protect MMR infrastructure.
  6. Support UNDP in the development and implementation of its energy portfolio, including but not limited the development of UNDP-GEF renewable energy and energy efficiency proposals and any other sustainable energy for all (SE4ALL) related project documents.
  7. Support in ensuring the required resource allocation from Libyan stakeholders such as the REAOL, GECOL, the Presidency Council, and other ministries and stakeholders.
  8. Coordinate with the UN and other stakeholders on implementation plans. Other related activities and deliverables as assigned.

Required Skills and Experience

Min. Academic Education

  • An advanced degree (Master or above) in engineering, economics, business, or related discipline.

Min. years of relevant Work experience

  • 7 years prior working experience in the energy sector.

Required skills and competencies

  • Prior experience in the energy field working in the Middle East and North Africa.
  • Ability to work with local institutions, international companies.
  • Proven prior success working and coordinating with bi-lateral and multi-national development institutions.

Desired additional skills and competencies

  • Experience preferably in the electricity sector and in renewable energy.
  • Prior experience in the energy field, preferably in Libya.

Required Language(s) (at working level)

  • Arabic and English.
