Job Description

Job Overview/Summary: The Senior Emergency Rapid Response Officer is responsible for managing and following up the construction of Water scheme rehabilitation, water ration service and Capacity building activity in the satellite office. She/he will lead and facilitate project field assessments, prepare proposals, prepare reports, monitor & manage budgets, and organize capacity building trainings.

The Senior ERR Officer will report to the ERR Manager/delegate and will directly supervise Emergency Rapid Response Officers, EH officer and assistants who works on project implementation. The position demands working internally with IRC WASH, Health, ES/NFI, CWI, ERD, operation/support team and Field Coordinators and externally with other INGOs/NGOs, Government partners, Clusters and Task Forces.

Major Responsibilities****:

- Reports to ERR Manager, - In collaboration with other team members, the SEHO undertakes detail need assessments to Identify water supply systems to rehabilitate and maintain. - Undertake the led for management of construction for the water scheme rehabilitation like DBH rehabilitation, Spring rehabilitation, maintenance and installation of HDW and Water ration service - Prepare design & detail bills of quantities, budget estimates in response to emerging emergencies throughout the country and forward to supervisor for review. - Lead the Preparation of detail physical & financial, spending, procurement and implementation plan for Resilience and emerging emergency responses - Monitor the progress and implementation of subcontracted emergency response intervention as per the contract and Prepare detail specification for items to be procured and ensure its procurements are as per set specifications. - Identify and establish water trucking and water treatment sites and Monitor water trucking operations and water treatment systems. - Works closely with, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the response. - Works in collaboration with IRC Hygiene Promotion Officers in promotion of safe hygiene practices in Emergency responses which includes Health Promotion activities. - Produces activity progress reports as per the preset reporting schedule and submit to the supervisor and Emergency Rapid Response Manager. - Prepare brief emergency related monthly updates and submit to the supervisor and copy to Field Manager or Coordinator. - Assist in preparing of IEC/BCC Materials based the culture and norms to be used at community level and ensure the proper and culturally acceptable dissemination of hygiene and sanitation messages have done at all intervention areas - Plan and ensure the proper distribution of WASH NFI (Non-Food Items) and assign and lead the team for prior assessment and responses according to the assessment results. - Conduct assessments, planning, organizing, implementation, monitoring and evaluation of the community hygiene promotion and school hygiene education programs in the project areas. - Works in collaboration and consultation with IRC ERRM, ERR Officers, EH officers, Health officers Technicians and Ensure proper integration of the interventions and responses are in accordance with IRC Global EH/ERR/Health unit mission. - Works closely with Zone/Woreda Water, Mine and Energy and Health Offices towards efficient and effective implementation of the response and capacity Buildings. - Directly supervise and provide support to the Environmental Health Officer, and the Hygiene promotion team who base at Woreda and Community Level at the intervention Woredas. - Works closely with Zone/Woreda Water, Mine and Energy and Health Offices towards efficient and effective implementation of the response and capacity Buildings. - Ensure project documentation for assigned activities are completed as per the requirement both by IRC and donor and filed properly in office for future consumption. - Ensure and facilitate proper handover of completed projects.

Coordination and working relationship:

- Maintain and take the lead on creating strong working relationship with respective IRC support staff, other program staff and other partners. - Coordinate and communicate with IRC staff on the ground, the water team and HP team. - In collaboration with immediate supervisors and other IRC staff, manage and take the lead the proper utilization of the allocated budget for the HP and capacity Building activities under the project activities and liaise with IRC’s supply chain, HR and finance for effective implementation of the intended activities as per log frame of the proposal. - Work with HR on the recruitment of HP and CB staff under his/her supervision in consultation with ERR manager/delegate according to IRC Human resource policy. - Execute any additional assignments assigned by supervisor. - Active participation on sub national and regional as needed WASH cluster and ICCG meetings, forums and learning events.

Reports and Proposals:

- Prepare a monthly progress report and weekly update and submit to the ERR manager/delegate as per the agreed the reporting time scheduled. - Draft the Quarterly progress report for Donor and Government and share to the ERR Manager/delegate for revision and compilation and take feedbacks and response accordingly. - Support the ERR manager/ delegate to make sure the government MOUs are prepared, reviewed by all concerned bodies, and signed laterally by all signatory bodies in timely manner. - Organize and ensure the documentation of every project activity, formative assessments, KPC survey and capacity building activities both in hard and soft copies supported by pictures. - Lead and facilitate the new proposal assessments through preparation of clear TOR and assigning respective staff for the assessment. - Lead the compiling of the field assessment reports serve as major input for project proposal writing. - Lead the development of firsthand CN as per the need assessment in collaboration with other ERR team,

Grant and Budget Monitoring and Management

- Ensure that budgets for sanitation and Hygiene and capacity Building activities are spent according to plan conventional in the project proposal. - Ensure that program spending is in line with original plan, IRC rule and policy and burn rate goes in line with the activity implementation scheduled detail plan and in progress. - Ensure that project activities and spending, Procurement plans are fully in compliance with the donor regulations, developed on time and properly implemented. - Lead and give guidance for the HP and CB team/officers to work on the detail activity, Spending and Procurement plan with clear timeline of implementation. - Lead and create the Budget monitoring and trucking tools to have best monitoring mechanism in program activity Implementation. - Actively work with all concerned body on the BVA clearance and budget management.

Qualifications

- MSC/BSc in Water Resource Engineering or Hydraulic Engineering. - 3 years of minimum relevant experience for BSc/Post-graduate Degree holders, respectively. - Demonstrated experience in project management skills with ability to plan, organize, and supervise project activities. - Demonstrated experience of resources management skills and team spirit building skills.

Skills Required:

- Good communication and interpersonal skills. - 1 year demonstrated supervisory skill. - Experience in budget management, Ability to use computer (basic operating systems, AUTOCAD, WATCAD, EPHANET) and Technical and report writing skills. - Project management, management skill. - Computer literate. (Outlook, power point, excel and word processing) - Fluent spoken and written English. Knowledge of Afaan Oromo language is advantageous.
