Senior Emergency Fundraising Officer

Organizational Setting and Work Relationships

UNHCR is engaged in a large number of emergency and protracted crises each year, with the number of people forced to flee growing exponentially. All the while there seems to be fewer solutions and options available to refugees and other displaced and affected populations. The scope of both the emergency and normal operations exceed the funds available, and UNHCR must further expand its efforts to raise funds from diversified sources. Capitalizing on such emergencies in a timely and efficient manner is key and requires organisational commitment and engagement. To adequately leverage these key emergency moments and ensure aligned and well-coordinated efforts in terms of communications, resource mobilization and partnerships, the Division of External Relations (DER) established in late 2021 an agile team dedicated to Emergencies and External Engagement, under the DER Director’s Office.

The incumbent will ensure DER and UNHCR’s overall external engagement colleagues, particularly those responsible for donor relationship management and resource mobilization, are aware of upcoming, ongoing, active and protracted emergencies, and are well prepared to quickly respond through targeted, nimble and integrated external engagement approaches. This will entail constant liaison and follow up with several key actors, including senior colleagues across DER, Division of Emergency, Security and Supply (DESS), other Divisions, Regional Bureaux and Country Operations; and following news, key developments, analytics, early warning systems, UNHCR policy developments, as well as assess and test with others, innovative approaches. S/he will make sure well-functioning systems are in place, that connect, bring together and ensure the right support from key actors for a well-oiled external engagement emergency preparedness and response organisation-wide. The Senior Emergency Fundraising Officer will need to be operationally savvy, have excellent communication skills, and be able to coordinate the development of ways of working and messaging that can be used worldwide for effective external engagement in preparation for and during emergencies.

The incumbent together with other DER, UNHCR colleagues and external partners will need to constantly look for ways to better leverage emergencies and develop cutting edge approaches which will increasingly improve UNHCR’s positioning, awareness raising, brand and income. The incumbent will also have to be alerted to identify key opportunities and reputation risks which could negatively impact UNHCR’s potential for external engagement in emergencies.

S/he will lead the Emergencies and External Engagement Unit under the DER Director’s office and reporting to the DER Director, in coordination with DER Services and Sections (Private Sector Partnerships Service, Donor Resources and Resource Mobilisation Service, Global Communication Service, Partnerships and Coordination Service, Global Appeals and Reports Section, etc.), DESS and other Divisions in HQ, and with Regional Bureaux and Country Operations.

Duties

  • Prepare for and lead the coordination of a joint proactive external engagement approach to emergencies, between Regional Bureaux, Country Operations and DER, DESS, other Divisions and the Executive Office.
  • Ensure emergency preparedness by working closely with DESS and Regional Bureaux to monitor global developments.
  • Coordinate the collection of information from relevant UNHCR sources to develop timely emergency updates on looming and ongoing emergencies and timely share emergency updates with DER and external engagement colleagues worldwide.
  • Coordinate the drafting of and/or draft internal and external messaging and resource mobilisation assets and content, including impact reports and focus on leveraging emergency key moments to facilitate resource mobilisation.
  • Oversee the portfolio of ongoing emergencies that DER and the broader UNHCR external engagement teams are communicating and fundraising for, ensuring the timely distribution of situation updates, appeals, reports, budget needs, budget space and funding updates.
  • Strengthen external engagement in preparation for and during emergencies, working with relevant DER teams to develop cohesive key messages and materials and facilitate internal information sharing.
  • Lead outreach to and advocacy with key external stakeholders around emergencies by delivering staff and donor briefings, participating in interviews, engaging with a wide range of stakeholders to highlight emergency needs, raising awareness around UNHCR’s work and requirements.
  • Establish and maintain protocols for UNHCR’s external engagement during emergencies (i.e., emergency checklist for external engagement) across DER, DESS, Regional Bureaux, Country Operations, and other key actors.
  • Build capacities and deliver trainings on emergencies and external engagement, in collaboration with DER, DESS, Regional Bureaux and Country Operations.
  • Provide guidance to and keep wider DER, senior management, and other internal and external key stakeholders abreast of issues related to emergencies and external engagement .
  • Identify innovative approaches, including with other actors, to ensure UNHCR stands out in a very competitive environment, increase brand awareness, and ensure audiences gain further trust in the organisation.
  • Manage the Emergency Action proposition to raise further flexible funding for general emergencies (thematic) and identify opportunities for further thematic emergency appeals/tools.
  • Lead liaison with all DER Services/Sections, the whole PSP network, including UNHCR PSP Offices and National Partners, and broader UNHCR external engagement colleagues, to respond to requests and queries in a timely manner and sustain and increase emergency awareness raising and fundraising efforts.
  • Chair the DER Emergency Task Force and participate in the Emergency Cell meetings and other operational and communication/fundraising meetings, on behalf of the DER and the DER Director, as needed.
  • Ensure engagement with the various operational structures and staff at HQ, in the Regional Bureaux and the field offices.
  • Represent DER/UNHCR when required in internal and external meetings/events.
  • Identify key opportunities and reputational risks and keep key internal actors and external audiences informed in a transparent and pro-active manner.
  • Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

Relevant Job Experience

Essential

Substantial relevant experience working in an emergency context, in the field of external relations and/or communications. Experience in field operations and emergency settings. Experience in fundraising and developments of appeals, outreach to and development of relations with public and private donors, including governments, individuals, companies, foundations and philanthropists, and other funding institutions. Experience in high-level external relations, including communications. Demonstrated practice in research and analysis of policies and procedures.

Desirable

Extensive understanding of UNHCR operations and the structure of UNHCR, particularly the various bureaux and divisions and how they coordinate during emergency preparedness and response. Previous experience with UNHCR. Strong understanding of UNHCR emergency field operations and HQ coordination in these operations, with familiarity with UNHCR's dual protection and assistance mandate. Proven knowledge of and relevant experience in communicating about and reporting on UNHCR activities and key functions (for example, protection, durable solutions, as well as assistance). Experience in internal and external stakeholder coordination of great added value. Excellent knowledge of UNHCR programme, procedures, processes and exposure to provision of support services in an international organisation. UNHCR 's capacity needs to be beefed up to adequately leverage these key emergency moments, and ensure UNHCR 's senior management, communications, Regional Bureaus, Country Operations, and HQs Divisions are all aligned and well-coordinated to fundraise in times of crisis rapidly and efficiently. DER and UNHCR’s overall external engagement colleagues, particularly those responsible for donor relationship management and resource mobilization, are aware of upcoming, breaking, and ongoing emergencies, and are well prepared to quickly respond through targeted, nimble and integrated external engagement approaches.

The Senior Emergency Fundraising Officer (P4) works in the Division of External Relations, leads the DER Emergencies and External Engagement Section, and coordinates across DER Services and Sections (Private Sector Partnerships Service, Donor Resources and Resource Mobilisation Service, Global Communication Service and more), DESS, other Divisions in HQ and with Regional Bureaus and Country Operations.
