Job Description

Background:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The International Rescue Committee (IRC) is planning to implement a Multi-Sectoral Emergency support to conflict and natural disaster -Affected school children across the country funded by Lego Foundation Play matters (PM) Emergency Response Mechanism (ERM) managed by IRC. Under this program, the IRC will provide Education in Emergency, Protection, Nutrition, and Health intervention at school. IRC is currently seeking a highly motivated, Senior Education in Emergency Manager, who will take overall responsibility for PM ERM Education in Emergency Program Quality ensuring that the impact of our programs and the influence of our perspectives empowers our clients to make lasting change in their lives.

Job Purpose:

Senior Education in Emergencies manager is responsible to deliver the target planned results as agreed in the Lego Foundation Play matters (PM) Emergency Response Mechanism (ERM) projects. S/he will be responsible to follow up and support the IRC direct and sub granted Education in Emergency projects planning and implementation. S/he will also be responsible to ensure IRC and partners are work in close collaboration with and active involvement of local structure education officials and education cluster lead in the project intervention the area.

Summary Statement of Duties and Responsibilities:

Under the LF PM ERM unit, the Senior Education in Emergency Manager will be responsible for overall education in emergency situation analysis and response plan preparation, proposal review, implementation follow up and coordination with key stakeholders, ensuring program quality and completion of education in emergency activities by IRC direct and partners as per the detailed plan of the project. The incumbent will also represent IRC in relevant coordination mechanisms.

Strengthen the capacity of government education officials and ERM partners:

- In collaboration with the project team, s/he will support and organize technical capacity needs assessment and capacity building training/workshops for ERM partners, regional, zonal and woreda education officials, cluster supervisors, teachers, Kebele Education and Training Bord (KETB) and SMC/PTA members. - Facilitate joint supervision and monitoring visits with partners, woreda education offices and regional education bureau staff to provide technical support to cluster supervisors, head teacher, teachers and facilitators. - Ensure the documentation of monitoring findings and takes feedbacks from the joint monitoring visits. - Support and ensure the involvement of the existing community structures in community mobilizations activities through interactive and participatory methodologies. - In collaboration with IRC sector leads and MEAL team conduct supportive supervision and monitoring on ERM projects implementing by both IRC and sub grantees partners.

Project implementation and management:

- Ensure the education program is implemented in a required quality to achieve the agreed project objectives. - Work closely with other actors/sectors working in education and other emergency response activities at national, regional, zonal and woreda level to ensure integrated approach in project planning and implementation. - Ensure that the 5W is compiled and shared with the Ethiopian Education Cluster on monthly basis. - Coordinate and support the education officers for their effective contribution in planning, monitoring, evaluation, accountability and learning processes. - Promote/ensure use of key government and IRC tools and guidelines to ensure the quality of work. - Ensure the completion of planned activities in a given time frame. - Monitor budget and ensure proper utilization to avoid over or under spending by using PR tracking tools on regular basis - Follow up and supervise the construction of Temporary Learning Spaces (TLS)/tents and construction of WASH facilities in the target schools within agreed timeframe and required quality. - Develop/support the development of procurement, spending and activity plan. - Ensure timely procurement of project inputs by IRC and subgrantees partners including construction materials, feeding and learning supplies in close collaboration with supply chain department. - Ensures timely delivery of program supplies to target clients.

Coordination and networking:

- Be aware of national and regional policies, strategies, and other initiatives such as regional emergency response plan in relation to education for communities in emergency situation in the region. - Identify and establish good working relationships with all key stakeholders in the sector at different levels, particularly with partners, woreda education officials and other administrative and community structures to ensure their engagement in programme implementation, management and joint monitoring - Participate and contribute to national education cluster meetings representing IRC. - Ensure that IRC is represented in regional/local based education sectoral/education coordination forums. - Develop good relationship with other NGOs and UN agencies etc working in the sector at different levels and where possible forge alliances to influence key actors when necessary

Monitoring, Reporting and documentation:

- Develop reporting tools to capture required data from both IRC and subgrantees partners. - Organize weekly check-in call with the field team to gather information on the ground. - Write, compile, and submit weekly, monthly/quarterly project progress reports with expected quality - Write weekly updates on the progress and challenges of the implementation by IRC and subgrantees partners - Ensure the collection of accurate and relevant data from intervention areas including, stories, case studies and classroom observation. - Document any experience/learning, achievements, challenges and community feedbacks for future project implementation - Identify implementation gaps and suggest/take timely actions for improvement

Qualifications

- MA/BA in education, Educational Planning and Management, Educational leadership and/or social sciences with a minimum 6 years for BA and 3 years for MA, experience preferable in Education in Emergencies and displacement settings - Experience in working with government counterparts and other partners at national and regional level - NGO experience is a plus - Demonstrable experience in facilitation of trainings/workshops - Good communication and interpersonal skills and ability to work with a multi sectoral team - Fluency in local language is a prerequisite with good spoken and written English skills - Working knowledge of computers (particularly Excel, Word and Outlook)
