Result of Service The overall deliverable will be a report of about 20 pages including an executive summary with key findings. The report will include an overview of the methodology and data used.

-Methodology used to estimate the UN’s economic value in Jordan developed for endorsement by the RCO Specific focus of the assignment will be on quantifying the economic effects (direct, indirect as well as consumption-induced) by disaggregating the UN national and international staff as well as national and international dependents which would make possible to analyze the contribution of UN staff in the country on housing market, consumption, health, education, and pension. In calculation of indirect economic value, assumptions need to be clarified consistently with empirical facts. Furthermore, analyses should cover sectoral activities at disaggregated level such as health, education, food and beverages, bills, housing, transport, restaurants and hotels, etc. The calculations at sectoral level should also be provided with assumptions and need to be done for national and international UN staff separately.

1-2 pages outline with methodology and data needs/ mini survey design.

-Data sets and indicators collected shared with the RCO In close coordination with the RCO and OMT, relevant data sets and indicators will be identified, collected, and liaised with the OMT to ensure access to data is being facilitated. More specifically, data on UN staff net salaries and allowances will be collected.

-Draft report developed and shared with the RCO Analyses on overall economic value of hosting the UN staff together will be conducted. The draft report should include the executive summary and maximum size should be around 20 pages. The draft report is to be presented to the OMT for their suggestions/inputs before finalizing it and submitted to the UNCT.

-Final report and presentation prepared and shared with the RCO

Based on timely feedback received from RCO, OMT and UN agencies, a final report and short presentation will be prepared. Presentation to the UNCT is to be considered.

Duties and Responsibilities The Consultant will work closely with the Senior Economist at the Resident Coordinator Office, who will guide the consultant and facilitate interviews and access to UN agencies and staff for the data collection.

The methodology will include conducting interviews (in person or remotely) with relevant staff of resident UN entities and may include, in consultation with the Senior Economist at the RCO, small-scale survey to estimate the expenditure of national and international staff. The consultant in the inception phase will elaborate a detailed methodology and identify data to be used and/or collected (see deliverable 1).

The Operation Management Team will facilitate access to data from the respective UN entities in a timely manner to ensure the tight timelines can be met.

Qualifications/special skills A Master's degree in Economics, Finance, Development Economics, Public Administration or related field is required. A minimum ten (10) years of international-level experience in development finance and economics, or related fields is required. Strong track record in developing policy recommendations in related areas is desirable. Excellent analytical skills as evidenced in publication in peer-reviewed articles is desirable. Familiarity with UN and in particular UN in Jordan, and familiarity with the political and legal context in Jordan and the Arab states is desirable.

Languages Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English is required.
