Background Information - Job-specific

The OQ is seeking to recruit a Senior Economic Development Associate for the Water Team to contribute to the implementation of OQ’s development agenda. The associate will support the work of the water team to implement the objectives set in the water sector strategy.

Specifically, the Senior Economic Development Associate will contribute to the following areas:

  1. Project Communication and Outreach;
  2. Research, Analysis, Writing and Editing;
  3. Presentation and Communication Support;

The work is of a highly confidential nature and the contractor must maintain the highest standards of integrity.

Functional Responsibilities

The contractor will deliver his/her contributions to the following areas (under the overall leadership and in full coordination with the Water and Telecom Director):

Project Communication and Outreach

  1. Attend meetings with internal and external project stakeholders regularly, to discuss project progress and agree and coordinate outputs or areas of cooperation, in line with the agreed project strategy.
  2. Under the supervision of the Water Director, prepare a range of written communication documents (such as analytical products, maps, reports, letters, emails and presentations) for internal and external project stakeholders as needed.
  3. Assist with the organisation of meetings, workshops and conferences relating to the project.
  4. Prepare Gantt charts and other planning and strategy documents for the priority project and/or workstreams as necessary.

Research, Analysis, and Writing: 1. Collect water-related data and other information relevant to the water team projects from public reports and stakeholders 2. Analyse different types of data (numerical, geospatial, etc.) and produce analytical products using tools such as (Excel, R, GIS dashboards, etc.) 3. Create visualizations (maps, charts, etc.) for reports, presentations, and meetings as required for the projects to share with internal and external project stakeholders 4. Conduct original research and analysis related to priority projects, or other OQ strategic objectives, in response to tasking from Advisors and management. Support Advisors in conducting original and synthesised research, project or survey design, where necessary. 5. Review analytical and technical products by consultants related to priority projects and provide feedback 6. Prepare literature reviews and other written inputs; assist in background research and drafting of new research projects; assist in the identification of field-wide best practices and translate those into case studies. 7. Assist in preparing the Water Team quarterly reporting in close coordination with the West Bank and Gaza coordinators 8. Provide detailed comments and feedback; assist in editing papers, reports, briefs and memos

Presentation and Communication Support:

  1. Assist OQ Advisors and Management in developing a variety of presentations both in response to project needs and other OQ priorities; work closely with Advisors to generate document structure, text and graphics, conduct research and analysis, and pull together a compelling set of materials.
  2. Draft and assemble materials for internal and external meetings, as required.
  3. Support preparation of other outreach activities, as required.
  4. Maintain and update Water strategic documents for communication with external stakeholders and donors
  5. Support Director and OQ management in the preparations of key communication points for external meetings
  6. Support the water team in IT-related tasks in close coordination with the IT officer

Education/Experience/Language requirements

Education:

Completion of secondary school with SIX (6) years of experience is required;

Bachelor’s Degree in Statistics is preferably with experience not less than 2 years in water and wastewater, however, Economics, Mathematics, or related fields can be accepted with experience not less than 2 years in water and wastewater.

Experience:

6 years of relevant work experience(or less based on academic credentials) required in water and wastewater relevant areas.

Language Requirements: - Excellent command of written and spoken English. - Knowledge of Arabic and/or Hebrew is an asset.

Contract type, level and duration

The contract for this position will be issued by the United Nations Office for Project Services (UNOPS) on behalf of its Client the Office of Quartet pursuant to an agreement between both parties whereby the successful candidate's contractual rights and responsibilities will be managed by the Office of Quartet (OQ) office and not by UNOPS.

Contract level: Local Support ICA 6 Contract duration: 3 MONTHS, subject to organizational requirements, availability of funds and satisfactory performance
