Org. Setting and Reporting

This position is located in the Trade, Gender and Development Programme in the Division on International Trade and Commodities (DITC) of the United Nations Conference on Trade and Development (UNCTAD). The future incumbent will lead the Trade, Gender and Development Programme of DITC, which includes, amongst others, a focus on the Gender in Trade. The Senior Economic Affairs Officer will report to the Director of DITC.

Responsibilities

Within delegated authority, the Senior Economic Affairs Officer:

• Provides substantive advice on trade, gender and development-related issues to the Director of the Division based on UNCTAD's mandate and member countries' recommendations. • Plans and oversees the management of activities undertaken by the Programme; ensures that substantive and programmed activities are carried out in a timely fashion, coordinates diverse projects in the Programme, in liaison with other organizations of the United Nations System, donor agencies and the academia, as appropriate. • Leads the formulation, organization and management of economic analysis and the formulation of possible economic strategies, policies and actions and actions with a view to assisting member countries to formulate successful trade and development strategies that contribute to poverty alleviation, women's economic empowerment and gender equality. • Ensures that the outputs produced by the Programme maintain high-quality standards and that they comply with the relevant mandates; that reports are clear, objective, and based on comprehensive data. Provides programmatic and substantive reviews of drafts prepared by others. • Manages, supervises, and coordinates technical cooperation activities aimed at closing knowledge gaps and improving the capacity of member countries to use trade and other economic policies to foster inclusive development, gender equality and women’s economic empowerment. • Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks necessary for the functioning of the Programme, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (e-Performance), interviews of candidates for job openings and evaluation of candidates. • Recruits staff for the Programme taking due account geographical and gender balance and other institutional values. • Manages, guides, develops, and trains staff under his/her supervision. • Fosters teamwork and communication among staff in the Programme and across organizational boundaries. • Leads or participates in the identification of new or emerging development issues of potential concern to the international community, particularly those of a regional or global nature, and designs and develops programmes to address them. • Supervises a team of staff economists undertaking this work. • Commissions economic studies and analyses that cannot be undertaken internally. • Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s outputs. • Finalizes reports on development for issuance by the United Nations. • Prepares speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences.

Intergovernmental support : • Provides direct substantive support on development issues to intergovernmental bodies (such as the General Assembly, the Economic and Social Council, the Trade and Development Board, the regional commissions, and the Trade and Development Commission, the UN Trade Forum, the Trade and Development Board, and others, as appropriate) by offering strategic advice, giving technical guidance and assisting in developing a consensus. • Manages the Programme’ s contribution to the preparation and management of meetings of intergovernmental bodies, budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Represents the organizational unit at international, regional and national meetings on development issues such as at ECOSOC Commissions, inter-agency meetings, seminars, academic conferences, etc. and provides substantive expertise on issues related to inclusive development, trade and gender, and gender mainstreaming in substantive and programmatic activities. Holds programmatic/substantive and organizational discussions with representatives of other institutions.

Technical cooperation • Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on economic issues and policies. • Negotiates with donor and recipient governments on technical assistance programmes and projects. • Organizes and coordinates cooperation among Member States on economic programmes or issues. • Leads or participates in technical cooperation missions.

Programme support • Functions as the head of the Trade, Gender and Development Programme. • Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours. • Attends to various administrative matters concerning the Division as required. • Performs other related duties as required.

An advanced university degree (Master’s degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in economic trade research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

At least five years of experience in research and analysis related to the area of trade and gender and/or gender mainstreaming in substantive and programmatic activities is desirable.

Experience in managing and conducting technical cooperation, capacity-building (in-person and remote) and/or training programmes is desirable.

Experience in team management is desirable.

Experience in fund-raising is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
