Desired Candidate Profile

  • Experience with procedures and principles related to resettlement, complementary pathways or refugee status determination;
  • Experience in interviewing forcibly displaced and stateless populations and drafting needs assessments and refugee claims;
  • Experience in consecutive interpretation (Arabic/ Tigrigna into English) during interviews with forcibly displaced and stateless populations, and translation of documents (Arabic/ Tigrigna into English).
  1. General Background:

Libya is located on the Central Mediterranean route and is a major destination and as well as transit country for migrants and persons in need of international protection. Conditions for refugees remain precarious; many who cross the Mediterranean Sea end up being intercepted or rescued at sea by the Libyan authorities.

Over 60,000 individuals are registered with UNHCR Libya. The largest group originate from Sudan followed by Syria and Eritrea. Other refugee groups include Ethiopians, Palestinians, Somalis, South Sudanese, and Yemenis as well as a small variety of other nationalities.

UNHCR Libya’s Strategy for Protection and Solutions recognizes that the continued availability and prioritization of robust resettlement, evacuation opportunities and complementary pathways are a critical component of UNHCR’s advocacy in Libya. The Libyan Government remains open to resettlement of refugees from Libya and resettlement remains a critical protection tool for the operation in Libya given the precarious protection environment, particularly those in the urban context.

UNHCR Libya also facilitates complementary pathways for refugees and asylum seekers. To date UNHCR has provided counselling to refugees on Complementary Pathways, assisted with legal documentation, advocated with the relevant embassies and partners for individual cases, identified and referred vulnerable refugees to specific programs and provided other assistance and logistical support to destination countries by providing interviewing spaces and administrative support.

In addition, evacuations through Emergency Transit Mechanisms (ETMs) in Niger and Rwanda as well as the Humanitarian Admission Programme (HAP) to Italy are used strategically to increase the protection space with a focus on responding to the most compelling protection needs.

  1. Purpose and Scope of Assignment:

The work of the Senior Durable Solutions Assistant is essential as it will fall under the protection and durable solutions mandate. The Senior Durable Solutions Assistant will be based in the Durable Solutions Unit in Tripoli, Libya. S/he will work with Resettlement and Complementary Pathways services across Libya as well as the team based in Tunis, Tunisia. The team consists of national and international staff in Tunisia and Libya and is headed by the Durable Solutions Officer. In addition to the Durable Solutions team, the Senior Durable Solutions Assistant will be working closely with a number of colleagues in other functional units, who will additionally be working on various aspects of Resettlement and Complementary Pathway responsibilities within the Office.

The Senior Durable Solutions Assistant will undertake the following:

  • Interview refugees for resettlement and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs;
  • Work closely with the Case Identification Team, conduct screening interviews and attend the Durable Solutions and Joint Identification Panels;
  • Provide counselling to refugees to identify the most appropriate durable solution and to enable them to make a well-informed decision;
  • Conduct best interest assessments for refugee children considered for durable solutions;
  • Conduct family reunification and other complementary pathways assessments;
  • Assist in updating the electronic database for resettlement and complementary pathways in line with the SOPs;
  • Prepare statistical and ad-hoc reports to ensure accurate information is available and shared with relevant offices and partners;
  • Provide training and guidance to new staff;
  • Interview candidates for voluntary repatriation and prepare documentation for their return, in line with Voluntary Repatriation SOPs;
  • Assist with departure formalities;
  • Interpret in resettlement interviews;
  • Translate documents from Arabic into English and vice versa;
  • Perform other related duties as required.
  1. Monitoring and Progress Controls
  • The Senior Durable Solutions Assistant will report to and coordinate with the Durable Solutions Officer on a daily basis regarding the work done, trends, challenges, outcomes/ outputs, and way forward;
  • The Senior Durable Solutions Assistant will submit a report on a weekly basis with an overview of the work completed and include information on any challenges in case processing, documentation or any additional support needed.

Final Evaluation: The final evaluation will be carried out by the Supervisor.

  1. Qualifications and Experience

a. Education and work experience Required: - 2 years of relevant experience with High School Diploma; or 1-year relevant work experience with Bachelor or equivalent or higher;

Desirable: - Certificates and/or Licenses in the field of Social work; HCR Resettlement Lrng Prg; HCR Resettlement Lrng Prg; HCR Protection Induction Programme or other related fields; - Experience in working with vulnerable or traumatized individuals; - Knowledge of International Refugee Law and Human Rights Law and ability to apply the relevant legal principles. - Experience in Voluntary Repatriation

b. Languages - Fluency in English and Arabic and working knowledge of another relevant UN language or local language.
