Org. Setting and Reporting These positions are located in the United Nations Field Peacekeeping Operations and Special Political Missions. The incumbent is to provide strategic advice to Mission leadership and national counterparts as well as leads the design, implementation, monitoring and evaluation of Disarmament, Demobilization and Reintegration (DDR), operations and other activities in the country or region concerned. The Senior Disarmament, Demobilization and Reintegration (DDR) Officer may serve as head or deputy head of the DDR component and typically reports to the designated official at D1 or D2 level and/or Deputy Special Representative of the Secretary-General (DSRSG), depending on the mission structure. Responsibilities Within the limits of delegated authority, the Senior DDR Officer: - Provides strategic advice to Mission leadership and national counterparts; plans, coordinates, and supervises all matters related to DDR, CVR, community outreach, weapons and ammunition management as well as disarmament. - Works in partnership with UN agencies, funds and programmes and as part of joint teams of the Mission and the UNCT; coordinates with other components of the Mission, UN entities and international partners as required. - Develops and maintains relations with government officials, local leaders and other key players; and actively promotes coordination and communication between international and national partners with a view to pursuing DDR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities. - In partnership with the relevant UNCT and non-governmental organizations (NGOs), supports complex programmes/projects and field missions, and provides advice to government officials and other parties. - Identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. - Directs and/or provides substantive support to consultative and other meetings, conferences, etc., to include proposing and presenting agenda topics, identifying participants, preparation of documents, etc. - Provides policy and operational advice to DDR management on an ongoing basis and assists in the programming of DDR activities at the national level; provides regular updates on various aspects of DDR initiatives and recommends appropriate actions. - Provides innovative technical advice and assistance to regional and local DDR commissions and offices, etc., including in institutional strengthening (capacity building) for the national DDR institutions. - Supports DDR leadership in conflict resolution and confidence building measures. - Prepares and/or supervises preparation of various written outputs, and drafts clear reports and other documents relevant to the implementation of the mandate; e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. - Guides, supervises and mentors staff in the execution of their respective functions. Ensures that the staff maintains strong analytical and drafting skills. - Contributes to the development of resource mobilization strategy and in concert with the UNCT ensures effective coordination with donors, including the private sector. - Performs other duties as required. Education Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law or affairs, management, economics, business administration, finance, economics, development or other relevant fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree. Work Experience A minimum of ten years of progressively responsible professional experience in international affairs, law, human rights, political affairs, DDR or other areas related to rule of law and security institutions, including in the planning and management of programmes/projects, is required. Experience in leading and managing a team, including in human resources management, administration, logistics, financial management, budget, or related fields, is required. A minimum of 3 years of experience in the field of DDR of ex-combatants with specific focus on disarmament, demobilization, reintegration, community violence reduction, small arms control, conflict/post-conflict crisis management, economic recovery or related area, is desirable. A minimum of 1 year of experience working in or in support of a field operation of the United Nations Common System or a comparable international organization is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; working knowledge of French is desirable.
