Setting and Reporting This position is located in the Disarmament, Demobilization and Reintegration (DDR) section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bangui, may serve as deputy and report to Chief of Service, DDR.
Responsibilities Within delegated authority, the Senior DDR Officer will be responsible for the following duties:
- Serves as senior officer for a significant segment of DDR field operations; plans, coordinates, and supervises all aspects of DDR activities for an assigned area; ensures an integrated and harmonized approach among other components of the mission (political affairs, military component, civilian police, public information, logistic support, etc.).
- Contributes to the Monitoring and Evaluation activities related to the work of the Section, including its requisite contribution to the Comprehensive performance assessment System (CPAS).
- Develops and maintains relations with high level government officials, local leaders and other key layers; and actively promotes coordination and communication between international and national partners with a view to pursuing DDR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of DDR activities.
- Leads large, highly complex programmes/projects, field missions, etc., including provision of guidance to government officials and other parties and drafting mission summaries; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Provides guidance to the implementing partners, during the design of CVR projects and jointly drafts project documents/financial agreements (with UNOPS and IOM);
- Liaises with MINUSCA Administration on applicable procedures on the establishment of strategic partnerships agreement with external entities and ensures subsequent revisions until the final approval stage;
- Analyzes the highly complex political dynamics of the DDR process in CAR, particularly on the linkage between DDR and other provisions of the Political Agreement for Peace and Reconciliation, with special focus on the sequencing between DDR implementation and the establishment of the Special Mixed Security Units (USMS);
- Facilitates the establishment of and maintenance of strategic partnerships between the DDR Section and the US Government, UNOPS and IOM (and other as may be relevant in the future) on the implementation of DDR programmes and CVR projects in seven DDR field locations
- Directs and/or provides substantive support to consultative and other meetings, conferences, etc., to include proposing and presenting agenda topics, identifying participants, preparation of documents, etc.
- Provides policy and operational advice to DDR management on an ongoing basis and assists in the programming of DDR activities at the national level; provides regular updates on various aspects of DDR initiatives and recommends appropriate actions.
- Ensures capturing, safeguarding and dissemination of experience, best and worst practices and lessons learned from the implementation of the Section's mandate within the broad DDR community, including other United Nations Peace Operations, Training Institutes and Academia.
- Ensures, based on the experience learned from the mandate implementation, a contribution to the DDR and CVR doctrine, including global standards, policies, SOPs and guidelines.
- Maintains effective partnership with relevant UNCT partners.
- Provides innovative technical advice and assistance to regional and local DDR commissions and offices, etc., including in institutional strengthening (capacity building) for the national DDR institutions.
- Supports DDR leadership in conflict resolution and confidence building measures.
- Prepares and/or supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc.
- Guides, supervises and mentors staff in the execution of their respective functions.
- Contributes to the development of resource mobilization strategy and ensures effective coordination with donors, including the private sector.
May perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in political science, social sciences, international law or affairs, management, economics, business administration, finance, economics, development or other relevant fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience A minimum of ten years with a master’s degree or twelve years with a bachelor’s degree of progressively responsible experience in international affairs such as peacekeeping and peacebuilding operations, with specific focus on disarmament, demobilization, reintegration, small arms control programmes, post-conflict crisis, economic recovery or related area is required. Experience in the management of programmes/projects involving with multiple national and international partners is required. Proven experience in leading and managing the work of large multi-disciplinary teams, including in human resources management, administration, logistics, financial management, budget, or related fields is required.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.
