Org. Setting and Reporting The position is located in the United Nations Development Coordination Office, Regional Office for Arab States (DCO ROAS) in Amman, Jordan and reports to the DCO ROAS Regional Director.

Responsibilities Within delegated authority, the Senior Development Coordination Officer and Head of Office will be responsible of the following duties:

•Coordinates regional efforts on policy/normative work and system coherence in the Resident Coordination System, including UN Sustainable Development Framework (UNSDF). •Leads the organization of regional fora and consultations with governments, UN (including ESCWA) and other partners (civil society, regional banks, private sector). •Leads and facilitates regional surge support to RCs/UNCTs. •Support to RCs/UNCTs to ensure quality and timely integrated support to Member States in the implementation of the 2030 Agenda, including on quality assurance functions within the Regional Peer Group (RPG). •Supports RCs/UN Country Teams (UNCTs) in complex countries/integrated mission settings; addresses the humanitarian, development and peacebuilding (HDP) nexus where relevant. •Support DCO Arab States in its role in supporting the reform of the UN Development System at regional level. •Supports regional and country level engagement with human rights mechanisms (including the regional human rights group) and partners, focusing on the SG’s Call to Action, integration of HRs in the DCF checklist and sub-regional analysis of transborder concerns. •Oversees support to RCs/UNCTs/RCOs in programming and country business strategies in collaboration with the BOS Specialist. •Ensures capacity development of UN Country Teams on UNDCO guidance and policies. •Ensures the support to effective establishment and operationalization of the newly reformed UN Regional Collaboration Platforms and provides support to the Co-Chairs and the Regional Director as the Secretariat of the platform. •Supports the roll out of the regional knowledge management platforms, data collection and analysis for evidence-based results reporting and efficiency gains. •Supports RCs, RCOs and UNCT members in the performance appraisal process, and provides advisory support on the Assessment on Results and Competencies (ARC) including compliance with policies and deadlines and vetting of eligible participants. •Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Undertakes expansion of partnerships, especially with non-UN entities (regional entities, private sector, South-South, etc.). •Coordinates resource mobilization efforts at the regional level for UNCTs and development of regional funding and financing strategies, strengthening the partnership between DCO and IFIs including Islamic Financing groups such as CIBAFI and the Islamic Development Bank. •Manages regional pooled funds, including leading on call for proposals and selects projects. •Keeps abreast of latest emerging trends and innovative approaches for policy/normative work and system coherence in the Resident Coordination System. Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. •Directs substantive support to regional events (workshops, conferences, regional planning meetings) including proposing agenda topics, identifying participants, preparation of documents and presentations and concept notes. •Coordinates field missions, including provision of guidance to external consultants, government officials and other parties and draft mission reports. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares periodical reports. •Serves as Head of Office in ROAS, representing the regional level at the request of the RD. •Supports the management and supervision of ROAS staff. Work implies frequent interaction with the following: UNDCO Director and Deputy Director and Regional Director. UN Resident Coordinators and UN Country Teams. UNSDG Principals, (including in UNESCAP) and senior staff in UN Secretariat. Managers and staff within UNDCO. Chairs and leadership of regional and sub regional inter-governmental regional bodies and regional directors of UN offices, funds, programmes and specialized agencies. Representatives of Governments and representatives of partners organizations, including private sector, academia and non-governmental organizations

Results Expected: Effective coordination support of the RC system in the region of service at the country and regional level; strategic coordination, and support to UNSDFs, and the building and implementation of a coherent and effective joint programme portfolio in the region; regional results, services and products are integrated in the overall contribution and effectiveness of UNDCO; proven strategic coordination support in the design and implementation of innovative development programmes and partnerships with significant impact on the overall effectiveness of the United Nations; professional leadership and team management for overall strategy, quality and delivery of results.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven to ten years of progressively responsible experience in sustainable development related programme management is required. A minimum of three years of experience in partnership development in a development area is required. A minimum of three years of experience in development planning and policy formulation is required. Experience with inter-agency or interorganizational collaboration in the development sector is desirable. Field experience in development cooperation is desirable. Experience in the United Nations system or a comparable international organization is desirable. Experience at the regional headquarters of a development cooperation agency is desirable. Experience in being part of, interacting with, and managing large multicultural teams at the country, regional or global levels is desirable. At least three years’ experience in humanitarian coordination is desirable.

Languages Fluency in one of the working languages of the UN Secretariat, English, (oral and written) is required. Working knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise.
