Org. Setting and Reporting The UN Secretary-General launched on 01 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator – the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level – support national governments in the achievement of their development priorities and the attainment of the SDGs.

With a focus at the community-level, and working with key implementing partners, RCO in Yemen aims to restore livelihoods – as well as social cohesion and security – to create the necessary conditions for resilience and a post-conflict Yemen. Our current priorities are: (a) supporting a peaceful solution and transition; (b) economic recovery and livelihood; (c) restoring key basic services; and, (e) empowering vulnerable groups.

The floating, storage and offloading facility (FSO) SAFER is carrying 1.1 million barrels of oil and has had no meaningful maintenance since 2015. An old vessel in poor condition, it poses a major risk of environmental and humanitarian catastrophe. The Internationally Recognized Government (IRG) and the de facto authorities (DFA) in Sana’a first approached the United Nations to provide support in resolving the SAFER issue in early 2018. However, the escalation of military hostilities on the Yemeni west coast throughout most of 2018 made safe access to the tanker impossible. With the conclusion of the Stockholm Agreement in December 2018, which included a ceasefire in Hodeidah, safe access became possible again. In August 2019, both Yemeni parties approved the deployment of a UN technical team to assess the damage and conduct any feasible immediate repairs. However, for a variety of reasons it was not possible to undertake that assessment.

In September 2021, the Resident and Humanitarian Coordinator for Yemen (RC/HC) was requested by UN HQ in New York to provide UN system-wide leadership and coordinate all efforts to mitigate the threats posed by the FSO Safer. The work builds on a July 2021 agreement in principle to have SMIT carry out a ship-to-ship transfer of the oil and clean-up of the tanks and it responds to the requests of both SMIT and the DFA that the UN hold the contracts for the work. The UN agreed to this because of the significant environmental and humanitarian impact of any oil spill, an event that must be avoided if at all possible. Accordingly, the RC/HC and his office has worked in collaboration with the relevant UN specialist agencies to develop a detailed operational plan, which has been discussed with all the relevant authorities. The plan foresees the SMIT team being based largely offshore, although a small onshore presence will be required. The UN is in the process of finalizing the funding strategy and, assuming this is successful, work is planned to start on site in May 2022. UNDP will be responsible for the programme management of this plan and for holding the contract with SMIT and for the vessel and its crew, with the RC/HC remaining the overall lead for the operation and responsible for maintaining the active cooperation of all parties. An MOU has been signed with the Safer Committee of the DFA,

At the same time, and because the Safer could leak at any time, the UN is supporting contingency planning. UNDP has recruited an oil spill expert who will assess the human, environmental, economic and health risk and assist in developing a national contingency plan that will lay out how the authorities will take action to effectively respond to the crisis and to coordinate with regional and international actors for an effective response. In parallel with this, the UD is undertaking preparation for its support to such a plan, including setting up access to CERF funds and surge capacity, and doing the necessary planning in order to quickly activate a shoreline clean up, should such become necessary.

The Head of the RCO manages the resources of the Office in order to provide support to the Resident Coordinator and the UNCT on sustainable development analysis, strategic planning, programming, financing, communications, advocacy and partnerships. The Head of RCO serves as a key adviser to the RC in the pursuit of all their functions and is accountable for the overall quality and timeliness of the work of the office.

The position is located in the United Nations Resident Coordinator's Office (RCO) in Yemen and reports to the UN Resident Coordinator (RC).

Responsibilities Within delegated authority, the incumbent provides day-to-day support to the RC/HC in his/her role as UN lead on Safer issues, including work with the UNDP RR, DFA, IRG, Saudi-led Coalition (SLC), donors and UN HQ in New York:

  • Manage day-to-day SAFER-related issues act as focal point for UN on Safer related issues.
  • Ensure effective progress in implementation of the Safer Plan, in relation to both the emergency plan and work on the long-term solution.
  • Promote teamwork to facilitate harmonization, linkages, collaboration, synergies, information flow, guidance, and support to UN leadership, agencies, private sector entities and regional organizations involved in the FSO SAFER
  • Be the key point of contact between the UN and SMIT Salvage for all organizational issues (UNDP will handle contractual aspects).
  • Work with OCHA NY, IMO, WFP, UNDP and other interested agencies to develop the contingency planning and, should it be necessary, put into action an oil spill response plan.
  • Organize regular briefing to update donors, UN leadership and agencies on the status of implementation of the UN support to the SAFER file, including the National contingency planning.
  • Lead the preparation of information and documentation for (speeches, reports, briefing notes or concept papers) for UN Leadership communication and identification of initiatives on the FSO SAFER file.
  • Under the leadership of the RC/HC, and in conjunction with UNDP, lead the development and implementation of the Resource Mobilization strategy.
  • Support the Senior Communications Advisor in the development and implementation of the Safer communications strategy.
  • Liaise with the UNDP Peace Operations Support Unit (PSO) and Peace Support Facility (PSF) project to ensure funding channels of this post and activities on FSO SAFER and contribute to presentations of the relevant issues for donor briefs, donor reporting and steering committee meetings.
  • Represent the RC in coordination structures on matters related to the FSO SAFER file.
  • Lead team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.
  • Perform other relevant duties as assigned.

    Education Advanced university degree (Master's degree or equivalent degree) in Economics, Political or social Sciences, International relations, Development, Project Management or related area, is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in data analytics, business analytics or data science programs is an advantage.

    Work Experience A minimum of ten (10) years of progressively responsible professional experience in working in complex crisis countries, is required.

    Experience in UN interagency coordination is desirable.

    A minimum of two (2) years experience in data analytics, data science is desirable.

    Experience with multi-stakeholder coordination on the context of development cooperation or related area, is required.

    Experience in team leadership and management is required.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English, is required. Working knowledge of Arabic is desirable. Knowledge of another official United Nations language is an advantage.'
