Background

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women within its joint Rule of law programme with UNDP and UNICEF “Promoting the Rule of Law in Palestine- SAWASYA II” is planning to support the Supreme Judge Department (SJD) in further developing the SJD’s Mizan 2 case management system for family enforcement cases, to effectively addressing payments transfers to women within the alimony. The installation of this software started in 2018 in replacement of an older one and was implemented in all SJD’s enforcement Departments in 2019-2020. The process of Mizan 2 customization was finalized and needs some further development to cover the direct transfer of payments to beneficiaries’ bank account.

Objective of the Assignment:

The assignment has the following objectives:

  1. Upgrade Mizan 2 system by adding new modules and reports related to beneficiary’s bank accounts information.
  2. Enhance Mizan 2 system by adding new module for direct transfer of payment to beneficiary’s bank account.
  3. Keep data secured by enhancing Mizan 2 users’ security and privileges.
  4. Maintain quality service by following the Supreme Judge Department/ sharia court standards.
  5. Develop e- services that generate formatted EXCEL sheets to be transferred to bank on weekly bases.

Duties and Responsibilities

Under the overall guidance of the UN Women Special Representative in the State of Palestine, the direct supervision of UN Women Sawasya Programme Specialist, and working in close cooperation and coordination with Sawasya IT specialist and the Supreme Judge Department IT focal points, the selected consultant will undertake the following:

1. Develop an inception report that includes the work plan and the methodological framework to be approved by UN Women. The workplan should include the main objectives of the assignment, methodology, deliverables, time frame and initial outline of the report. The methodology should notably consider the work that has already concluded under Mizan 2, enable the collection of data on main challenges facing women in this area, and ensure a participatory approach throughout all phases of the work with UN Women.

2. Update Mizan2 system to effectively address payments transfers to women within the alimony, as per the below details:

  • Update, modify and add new features related to financial issues.
  • Develop new beneficiary’s account information screens.
  • Develop new formatted EXCEL file with all needed information to be transferred to bank.
  • Follow up with bank regarding payment states electronically.

3. Reporting on the assignment: submit a final report that includes a description of the assignment’s objectives, the methodology that was used, related activities and interventions, main achievements, main challenges, lessons learned and recommendations.The final report will include all annexes relevant to the assignment including lists of persons interviewed, materials consulted, tools, minutes of meetings, among others, as relevant and required.

Deliverables:

The assignment has the following 3 key deliverables:

  1. Mizan 2 management and administrative tools (groups, permissions, roles) modified, tested, IT staff trained, administrative and settings tables visualized, Mizan 2 main screens and reports reflecting the new modifications.
  2. New financial models developed, and new beneficiary’s bank accounts information screen developed. Formatted EXCEL file generated from the system, and all kinds of payments approval generated from the system.
  3. A final report on the assignment, including related annexes.

Experience:

  • Minimum 10 years of relevant experience working at the justice sector.
  • At least 10 years of experience working on IT related issues in the justice sector.
  • Minimum 10 years working with Mizan system.
  • At least 8 years of hands-on development experience using Microsoft development technologies such as C#, .NET, Visual Studio, Team Foundation Server, and SQL Server
  • Familiarity with other technologies and languages such as C/C++, Java, HTML, XML, UNIX, Linux, MySQL, and ASP.Net.

Language Requirements:

  • Professional knowledge of English.

Evaluation Criteria:

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • At least, a bachelor degree in the field of Information Technology (Computer science, information science, or a related field). Certificates in Vb.Net, ASP.net, SQL server database is an advantage. (Max. 10) points.
  • Minimum 10 years of relevant experience working at the justice sector. (Max. 10 points)
  • At least 10 years of experience working on IT related issues in the justice sector. (Max. 15 points)
  • Minimum 10 years working with Mizan system. (Max 20 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Financial proposal. Shortlisted candidate will be requested to submit a financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee, proposed number of working days and any related expenses, i.e. travel and communications expenses, i.e. travel and communications expenses.
