The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale’e. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

Working under the direct supervision of the MEAL Manager, the Senior Data Management Officer for the REACH project will be based in IRC Aden Office, Yemen. The Senior Data Management Officer will lead the data clerks and MEAL officers for the REACH Partners in the collection, compilation, analysis, and sharing of data. The Senior Officer will support the design, development, and management of the consortium CommCare database and other data tools; and understand, document, and ensure data quality, accuracy, consistency, and comparability. The Senior Data Management Officer will also provide support in tracking program indicators and improving data quality.

The Senior Data Management Officer will work closely with all program staff in the field and Partner MEAL staff to implement the REACH MEAL commitments and improve program quality through enhanced data management systems and processes in all the project locations.

The Senior Officer will be responsible for managing consortium database and providing technical support to the Partner data MEAL teams to ensure data quality. The Senior Data Management Officer will lead on data quality audits, giving guidance to the Partner MEAL teams.

JOB SUMMARY:

The Senior Data Management Officer for the REACH will be responsible for providing support to data clerks for the REACH Partners in the collection, compilation, and data analysis, with regular field visits to field offices.

WORKING RELATIONS:

This position has no supervisory role and will be reporting to the MEAL Manager.

MAIN RESPONSIBILITIES:

· Support the design, development, and management of the consortium CommCare database and other data tools; and understand, document, and ensure data quality, accuracy, consistency, and comparability.

· Set up and handle the data collection tools developed in CommCare to ensure that they are fully functional, secure, and used by all the Partners.

· Provide orientation and training to the consortium MEAL team on data entry, expectations, data quality, and new data collection tools as needed.

· Work with MEAL teams in the field to ensure that an accurate and secure archiving system for both quantitative and qualitative data is in place and appropriately used.

· Provide timely feedback to the staff through their supervisors related to data quality issues such as accuracy and completeness so it will be corrected on time.

· Conduct regular visits to field sites to check data quality, verify data sources, and provide on-the-job training and on-the-spot feedback.

· Support Partner MEAL staff to adhere to the data quality standards.

· Supervise data entry processes and provide complete, accurate, and consistent data to the MEAL Manager to ease data analysis and action planning.

· Take part in all data analysis and action planning meetings organized in the field locations.

· Keep the database up to date and help Partner MEAL staff prepare periodic high-quality reports.

· Conduct regular data verification and audit exercises in collaboration with Partner MEAL field teams to assess the quality of data reported and address any anomalies identified.

· Submit to the MEAL Manager weekly and monthly updates on data management.

· Maintain open and professional relations with other team members while promoting strong team spirit.

Qualifications

REQUIREMENTS: (Qualifications, Skills and Abilities):

A. Education: A postgraduate or bachelor`s degree in Social Sciences, Information Technology, Computer science, Statistics.

B. Experience:

- Minimum of three years as data management working experience in monitoring, evaluation, accountability and learning or research or M&E. - Solid experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required. - Strong experience in data management, including development and management of databases. - Solid understanding of PowerBI, CommCare is an advantage. - Experience in data collection using mobile data collection systems such as Commcare, KoBoCollect, or ODK. - Excellent interpersonal skills; both verbal and written communications skills as well as strong team working skills. - Ability to manage multiple tasks in an effective, proactive, and timely manner. - Excellent English and Arabic Verbal and written.
