BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP country offices deliver assistance to beneficiaries through a variety of digital platforms and service providers. WFP works in partnership with several commercial Financial Service Providers (FSPs), including banks, micro-finance institutions, mobile money operators and money transfer agents, in addition to using WFP’s own delivery platform, SCOPE. One of WFP’s corporate objectives is to increasingly digitize the delivery of both in kind and CBT assistance, to achieve greater efficiencies and provide greater accountability and traceability of assistance delivered. Therefore, WFP seeks to build its corporate capacity to centrally receive, store, process and analyze digital operational data for the purpose of promoting accountability, controls, and efficiencies as part of cash-based transfers and in-kind assistance. There is also the opportunity to better inform WFP’s programme design through the analysis of digital data emanating from operations.

Several challenges exist in streamlining digital analysis globally, including the tasks of receiving and maintaining varied operational data from different systems and modalities, processing and generating meaningful analysis of data, while ensuring that data privacy and security standards are upheld. The Cash Data Services unit within the Program division plays a crucial role in supporting the implementation of CBT and in-kind assistance programs, offering end-to-end or standalone data services to meet corporate identity management and reconciliation standards.

To achieve the objectives outlined above, WFP is recruiting Senior Data Engineers to be part of the Cash Data Services team established in the CBT Division, in support of WFP’s CBT operations globally.

ACCOUNTABILITIES AND RESPONSIBILITIES:

Analyze assurance maturity gaps within WFP’s IDM and Cash Assurance frameworks, focusing on data storage, transformation, and automation to enhance data quality.

Translate data-assurance requirements into automated solutions, designing and implementing data engineering solutions, complemented by architectural diagrams and accurate technical documentation.

Implement data controls: automate validation and data quality checks when ingesting data, develop data-transformation scripts to be executed automatically on a regular basis; develop integration via APIs with internal and external systems.

Contribute to the continuous evolution and standardization of data-engineering solutions for assurance, applying principles of reuse, robustness, security, and maintainability.

Maintain and/or refactor current data pipelines, identifying bottlenecks, and proposing alternative solutions.

Explore innovative approaches to automate data pipelines and data-products for analysts (data acquisition, storage of large volumes of data from various sources, and data transformation) in compliance with WFP standards and in close coordination with the lead architect.

Quality-review data solutions, oversee change-requests for a selected portion of the data pipelines in production, providing technical support and maintenance.

Create and review technical documentation for data pipelines.

Supervise and coach other data engineers, fostering career growth and cultivating a high-performance culture.

Perform any other duties as required.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

A bachelor or a master’s degree in Data Science, Statistics, Computer Science or other relevant field

Experience:

At least 5 years working experience in data engineering, with a focus on developing data pipelines.

Experience in project management to ensure successful delivery of data engineering projects. Ability to engage with senior management and stakeholders.

Strong programming skills in python/pandas.

Familiarity with cloud computing platforms like AWS, Azure, or similar.

Understanding of versioning tools such as git/Azure and basic CI/CD concepts.

Strong skills in SQL and relational databases

Familiarity with data visualization tools (e.g., Tableau) is a plus.

Strong analytical and problem-solving abilities.

Effective communication skills to collaborate with cross-functional teams and stakeholders.

Mature judgement and experience in working in a multicultural environment.

Language:

Fluency (level C) in English. Any other UN languages is a plus.
