Org. Setting and Reporting This position is located in the United Nations Integrated Office in Haiti (BINUH). The Senior Corrections Officer reports to the Head of the Police and Corrections Unit.

Responsibilities Within limits of delegated authority, and under the supervision of the Head of the Police and Corrections Unit, the Senior Corrections Officer is responsible for the Mission’s advisory support to national authorities to improve Penitentiary Administration management and oversight of prison facilities to ensure proper treatment of detainees in accordance with international standards. The Senior Corrections Officer coordinates closely with the Human Rights and Political and Good Governance Units of BINUH and works in partnership with the UN agencies, funds and programmes involved in the rule of law sector and with civil society.

  • Provides support to national counterparts in coordinating international assistance in the penitentiary sector and advises on resource mobilization initiatives for improving the corrections system, particularly through joint programmes implemented by the UN country team or bilateral and multilateral donors.
  • Advises national police authorities and senior managers of the Mission and the UNCT on the internal reform of the HNP to further develop the Prison Administration system.
  • Coordinates and leads the development and implementation of joint strategies of the Mission and the UNCT related to strengthening and development of all aspects of the corrections system, including: implementation of applicable international standards; technical support for the development and implementation of strategic planning processes; review and development of relevant legislation; rehabilitation of facilities, management of prisoners and staff; management of critical strategic and operational issues; and supporting the development of effective linkages with the police and the court system.
  • These responsibilities will be undertaken by: advising national counterparts; developing training needs analyses and advising on the preparation of training and development strategies through an implementation plan; advising on training and development of the national prison management personnel; advising on the design, development and implementation of the corrections training programs for all levels of staff, including new recruits, supervisory and management staff, non-uniformed administration staff and special units;
  • Establishes and maintains contacts and effective relations with national government officials and civil society representatives (including counterparts in the Ministry of Justice and Public Security and/or other relevant Ministries, the national police, the court system, women's groups, non-governmental organizations and international donors.
  • Builds linkages with development partners and donors to ensure seamless transition to long term development support and mobilization of resources where necessary.
  • Advises on good prison practices and procedures, including management of critical operational, security issues and the rehabilitation of infrastructure.
  • Drafts clear and succinct briefings and reports on correctional matters and ensures the high quality of reports and briefings for senior managers. Oversees the preparation of and ensures the quality of assessments, policy documents and guidelines.
  • Oversees the completion of programmatic and administrative tasks necessary for the functioning of the corrections team, including preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates.
  • Performs other tasks as required.

Education Advanced university degree (Master’s Degree or equivalent) in law, criminal justice, social sciences or management. A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience At least ten years of progressively responsible experience in a corrections system is required, including experience in policy and planning or training. This must include at least one year of professional experience providing technical assistance for strengthening corrections systems in a transitional, developmental or post-conflict setting outside the applicant’s country of nationality.

Significant management experience is required.

Experience providing services in the field of corrections system to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in drafting policy documents and reports to governmental or intergovernmental bodies is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both spoken and written) is required.
