Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women assists UN member states in setting international norms and standards for achieving gender equality and works with governments and civil society to develop laws, policies, programs, and services needed to implement these standards.

Central Asian Women Leaders’ Dialogue

In 2020 a prominent group of women leaders representing the Central Asian states and the United Nations launched a new platform, the Central Asian Women Leaders’ Dialogue to support women in the region to attain a more prominent political, economic and social role and enable them to increasingly influence the decision-making process on issues related to peace, stability and sustainable development in the region. The Dialogue is supported by the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA), UNDP Regional Bureau for Europe and the Commonwealth of Independent States.

In 2023, the Republic of Kazakhstan is taking over the chairpersonship of Turkmenistan in the Central Asian Women Leaders' Dialogue and plans further to accelerate the regional efforts related to strengthening women’s leadership and supporting women in the region to attain a more prominent political, economic and social role and enable them to increasingly influence the decision-making process on issues related to peace, stability and sustainable development in the region.

In order to ensure the smooth and coordinated implementation of the Central Asian Women Leaders’ Dialogue initiatives, the establishment of a Secretariat is deemed necessary.

The Central Asian Women Leaders’ Dialogue (CAWLD) Secretariat will function as a coordination and liaison body with relevant national, regional and international partners, government, UN entities, development, and other partners. It will consist of two (2) permanent staff members (Senior Coordinator, and Admin/Finance Associate), supported by auxiliary ad hoc staff (e.g., technical experts, interns, volunteers etc.) and will be in charge of supporting and coordinating the implementation of the CAWLD annual work plan, achieving tangible results and facilitating all the initiatives throughout the Kazakhstan chairpersonship in the initiative.

The Senior Coordinator will work under the overall supervision of the UN Women Representative in Kazakhstan and in close coordination with the UN Women Programme Specialist. In addition, the Senior Coordinator will work closely with the Ministry of Foreign Affairs of the Republic of Kazakhstan, Parliament of Kazakhstan as well as other Central Asian countries, the National Commission for Women and Family Affairs and Demographic Policy under the President of Kazakhstan (National Commission), and other relevant national and international partners to ensure coordination and collaboration in delivery of results across all workstreams.

The Senior Coordinator will lead the day-to-day work of the Secretariat, ensuring overall and effective coordination and implementation of the planned initiatives. The Senior Coordinator will serve as a focal point in the organization of the CAWLD meetings (in person, online, and hybrid) and support the follow-up actions related to their implementation, including on policy aspects as well as communication and interactions with all stakeholders.

All deliverables should be submitted and approved by the UN Women Country Office in Kazakhstan.

Duties and Responsibilities

Functions

  • Finalize the work plan in coordination with relevant partners and outline key strategic results, which should be achieved by the CAWLD under the Chairpersonship of the Republic of Kazakhstan.
  • Perform day-to-day coordination and ensure high quality implementation of the CAWLD activities as outlined in the project work plan.
  • Work closely with relevant government officials, women leaders, and key stakeholders and partners across the Central Asian region to promote collaborative leadership and dialogue, build long lasting partnership.
  • Prepare analytical reports, talking points, briefing notes in relation of work of the CAWLD.
  • Contribute to the strategic planning, promote the implementation, facilitate and timely monitor the CAWLD initiatives, coordinate follow-up actions.
  • Provide explanations and policy recommendations to the Government of Kazakhstan on issues within the competence of the CAWLD Secretariat.
  • Ensure the CAWLD-led events are aligned with its objectives and targets and closely monitor the progress, results, and impacts of activities.
  • Conduct correspondence, provide inputs for the communication support of activities within the competence of the CAWLD Secretariat.
  • Organize regular and ad-hoc meetings of the CAWLD key stakeholders and partners.
  • Prepare, receive inputs and present narrative/technical reports on the CAWLD activities and initiatives.
  • Oversee the budget expenditures.
  • Liaise with other relevant stakeholders, and (UN Women Regional Office, UNRCCA, UNDP) projects to learn, share knowledge, and bring synergy.
  • Support the alignment of the Central Asian Women Leaders’ Dialogue with GEF Action Coalitions and the Regional Virtual Community of Practice through regular exchange of information, meetings, and reporting.
  • With the support of the UN Women learn best global practices and apply relevant experiences.
  • Ensure proper communications and visibility of the CAWLD activities and results achieved.
  • Perform other tasks required to support and promote the CAWLD activities.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in political science, international relations, law, social sciences, business/public administration, and/ or other related fields.
  • A project/programme management certification would be an added advantage or at least 5 years of practical experience in this area.

Required Qualifications and Experience:

  • At least 5 years of progressively responsible experience in International and/or state organisations, international human rights, and gender equality mechanisms.
  • At least 5 years of experience of managing projects and teams of professionals within international or state organization.
  • Demonstrated leadership skills, including leading a diverse team.
  • Experience in working with multiple stakeholders, establishing and managing networks, working with, and building partnerships with governments, donors and civil society organizations at the national and international level.
  • Familiarity with UN development programmes and working methods desirable.
  • Experience in gender equality and women’s empowerment, or other similar regional initiatives, is an asset.

Language:

  • Fluency in oral and written English/ Russian is required. Knowledge of Kazakh is an asset.

Evaluation process

Applicants must meet the above minimum qualification requirements which will be included in the technical evaluation process in the future. The next stage of the assessment process will be maintained by cumulative analysis methodology of technical proposal (70%) and the financial proposal (30%) of the candidate.

Maximum total technical scoring (70%):

Only candidates who accumulate at least 490 (70%) points of the maximum 700 points during the technical evaluation process, will be qualified for financial proposal*.

* Each candidate will be requested to submit financial proposal that should represent daily remuneration fee in KZT.

The financial offers of the technically qualified candidates will be requested and will be weighted in terms of selection points as per below formula:
