Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors,analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N.Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
The position is located at the United Nations Office for Disaster Risk Reduction (UNDRR), Geneva. The incumbent reports to the Director of the UN Office for Disaster Risk Reduction in Geneva. The incumbent co-ordinates and supports the organization of the biennial Global Platforms for Disaster Risk Reduction and ensures strong articulation with the Regional Platform meetings. S/he supports senior management in policy coordination through the analysis of current trends and impact on disaster risk reduction, climate change adaptation and sustainable development, and coordinates the development and monitoring of policy positions across the organization.
Responsibilities Under the supervision of the Director of the UN Office for Disaster Risk Reduction (UNDRR) and the overall guidance of the Special Representative of the Secretary General for Disaster Risk Reduction, the incumbent will be responsible for the following duties:
Global platform - Takes the lead to co-ordinate the preparation for the Global Platform for Disaster Risk Reduction including substantive and logistics aspects; develops and implements an action plan; coordinates internal preparations and supervises a core team of colleagues responsible for their respective areas of work; directs preparation and review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. - Ensures engagement of UN member states and relevant external stakeholders as part of the preparatory process; ensures continuous dialogue with the country hosting the Global Platform; takes the lead in preparing the host country agreement; establishes the budget requirements for the Global Platform and contributes to mobilization of resources for the Global Platform; coordinates with relevant departments of the UN Secretariat and other UN organizations. - Takes the lead in ensuring connectivity and coherence between the Global Platform for Disaster Risk Reduction and the Regional Platforms for Disaster Risk Reduction supported by UNDRR; develops a follow-up action plan following each Global Platform and monitors its implementation; ensures discussions in the Regional Platforms feed into the Global Platform and ensures that the agendas of the subsequent Regional Platforms build on the recommendations of the preceding Global Platform. Ensures effective lessons learned from each Global Platform to inform future Global Platforms and their preparatory and follow-up processes. - Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.).
Policy development and coordination - Analyses relevant developments and report to senior management on initiatives and tendencies which could be opportunities or have an impact on the organization; facilitates collaboration across organizational units to support common objectives, methods and the application of standards; fosters the cross-fertilization of ideas, knowledge and experience between colleagues; - Develops strategies and/or coordinates the development of positions and organization-wide policy initiatives to support a common organization-wide approach on matters relevant to UNDRR. Consolidates periodic reports on policy initiatives, identifies constraints in their implementation, and proposes solutions in consultation with relevant colleagues; - Provides substantive and practical support to organization-wide policy initiatives, including in the drafting of policy documents, preparation of both the substance and logistical aspects of meetings, seminars and workshops; serve as a secretariat to relevant task forces and working groups including preparing agendas and position papers, monitoring progress and evaluating actions, contributing to donor proposals and engaging senior management on proposed policy decisions.
Support to the management of the Office of the Director and the Office of the SRSG - Contributes to the planning of the Front Office and carries out the work plan under its responsibility, determining priorities, and allocating resources for the completion of outputs and their timely delivery; ensures that the outputs produced meet high-quality standards and support relevant UNDRR mandates. - Manages, guides, and develops staff and/or interns under his/her supervision. - Actively promotes a positive team culture recognizing innovation, agility, learning, accountability and transparency. - May perform other duties as required by the Director or the SRSG.

Education Advanced university degree (Master’s degree or equivalent degree) in international relations, social sciences, sustainable development or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is required. Knowledge of another UN official language is an advantage.
