Org. Setting and Reporting The position is located in the Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC), reporting directly to the Chief, Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs. The Chief ODG/OED and Strategy Advisor to the Executive Director of UNODC will act as additional supervisor.

Responsibilities Within delegated authority, the Senior Coordination Officer will be responsible for the following duties:

  • Take the lead to develop, implement and evaluate assigned programmes/projects, etc.; direct subordinates in programme/project development, implementation, monitoring and assessment; direct review of relevant documents and reports; identify priorities, problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and initiate follow-up actions.
  • Ensure implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels.
  • Coordinate policy development; review the assessments of issues and trends, preparation of evaluations or research activities and studies, and plan and contribute to strategic coordination and coherence, including through the development and drafting of strategy documents and analysis, as well as through the elaboration of messaging and drafting of speeches for the UNODC Executive Director.
  • Supervise preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc., and plan and contribute to further developing the positioning, usability and impact of UNODC mandated research products, such as the World Drug Report and the Global Report on Trafficking in Persons, including by promoting and ensuring a clear, consistent editorial voice and aligning research with strategic priorities.
  • Formulate, plan and contribute to inter-divisional initiatives to develop and draft analysis and strategy documents, in support of identified strategic priorities of the UNODC Executive Director.
  • Conceptualize the research public information and dissemination strategy and related activities, and develop a system that maximises, monitors and assesses its overall effectiveness.
  • Initiate, elaborate, implement and evaluate projects/processes to review UNODC mandated research products and identify areas for enhancement, with the aim of further strengthening the editorial voice and approach of reports so that research products maintain the highest level of international recognition, and respond to UNODC strategic priorities and communications priorities of the Executive Director.
  • Oversee the preparation, from research to publication, of UN newsletters, periodicals, reports and books, and propose and implement solutions to streamline editorial control and review of UNODC research products and timelines.
  • Provide technical and policy advice on highly complex public information and communications issues; develop and disseminate best practices, and lead the strategic communications of research findings, contributing to forward-planning processes of research products, developing messaging that are clear, relevant, accurate and appealing to a wide audience, and setting quality and production standards for publications, including the World Drug Report and the Global Report on Trafficking in Persons.
  • Provide diverse materials for use by senior officials in close coordination with the Speechwriting and Communications team of the ED, and draft select speeches, forewords and communications for the ED relating to strategic plans and research.
  • Direct research and programme evaluation and present information gathered from diverse sources, and analyze and follow up on current events and policy trends as well as UN system priorities to promote the alignment of UNODC strategy development and research as appropriate and relevant, and to ensure a high level of accuracy, consistency, content and presentation of written materials, for a wide variety of audiences.
  • Perform other work-related duties as requested.

Education An advanced university degree (Master's degree or equivalent) in communication, journalism, public administration, international relations, social sciences, political science or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in coordination, policy analysis, external outreach, international relations or related fields is required.

Experience with drafting messaging and talking points for senior management is required.

Responsible working experience in public information or journalism is required.

Experience with communicating research findings on the global situation on trafficking in persons, drugs and other crime issues to a broad audience is desirable.

Experience with drafting analytical and strategy documents in line with organizational priorities is desirable.

Experience in providing technical and policy advice on complex public information and communications issues is desirable.

Experience in developing, implementing, monitoring and evaluating programme/projects in the areas of strategic coordination and communication of research findings and outputs is desirable.

Languages English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
