Org. Setting and Reporting This position is within the African Union-United Nations Hybrid Operations in Darfur (UNAMID) located in UNGSC, Brindisi. The incumbent reports to the Chief Supply Chain Management.

Responsibilities Within delegated authority, the Coordination Officer will be responsible for the following duties:

Develop and execute the Section budget pertaining to the subsidiary budgets and personnel needs of a section that may include the following Units: Property Control and Inventory Unit (PCIU), Claims and Property Survey Unit (Claims/PSU) and Contingent Owned Equipment Unit (COE Unit);

Lead, supervise, and maintain oversight over the activities of the aforementioned Units; Ensure that administrative and financial rules are adhered to while efficient and effective support is provided to both civilian, military, and police components of the mission Oversee and supervise the development and implementation of support plans, Standard Operating Procedures (SOPs), policies and procedures related to all areas of responsibility of the Section;

In relation to PCIU, ensure that the outputs produced by PCIU (Monthly Inventory Reports, Calendar Year End Inventory Report (CYEIR) and Financial Year End Inventory Report (FYEIR) maintain high-quality standards and are clear and based on objective data to ensure compliance with UN standards and goals;

In connection with COE/MOU management, ensure that the outputs produced by the COE Unit (verification inspection reports for reimbursement purposes and assessments of and reporting on shortfalls and suggested actions) are accurate and produced in accordance with the COE Manual, Guidelines for Field Verification and Control of COE and Management of MOU, and mission specific SOPs, and are processed in a timely fashion to Headquarters, in accordance with promulgated reporting schedules;

In close cooperation and coordination with UNGSC ensure the proper consideration of claims and property survey cases, including the disposal of property in accordance with the decisions of the DMS, the Local Property Survey Board (LPSB) and / or the Headquarters Property Survey Board (HPSB);

Act as the focal point for the Missions' property management issues pertaining to control and reporting on assets, including accountability and proper tracking mechanisms;

Advocate the importance of property management to the DMS and mission counterparts, and ensures regular reporting to mission and UN Headquarters authorities;

Be the focal point for the Umoja Property Management System and the COE Database System for the control and reporting of Missions assets, both UNOE and COE;

Develop plans and strategies pertaining to mission inventory and mission stock holdings for UN Owned Equipment (UNOE), in consultation with the Service Chief, ensuring periodic analyses, policies and procedures in order to create savings in the logistic plans of missions in all areas of asset management and conduct mission downsizing;

In consultation with the Chief Supply Chain Management Services (CSMS) and other COE stakeholders, ensure that appropriate mechanisms and procedures to guarantee the effective administration and management of Memoranda of Understanding (MOU) between Troop Contributing Countries (TCC)/Police Contributing Countries (PCC) and the UN are established and the terms and support arrangements, as specified in the MOU, are implemented;

Undertakes analysis for fixed assets on a regular basis and oversees the proper maintenance of financial records in accordance with International Public Sector Accounting Standards (IPSAS) Policy Framework and related UN IPSAS policies.

Activities include but are not limited to: Posting depreciations, impairments, revaluations, asset retirement obligations (AROs) and AUC project costs;

Reviewing and updating detailed schedules including annual additions and disposals, accumulated depreciation, and roll-forward tables;

Closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets;

Preparing audit schedules relating to fixed assets, preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner to auditors queries and/or recommendations;

Maintaining fixed asset sub ledgers including data entry or import of capital equipment into fixed asset sub ledgers and review of supporting documentation, as needed; Confirming the accuracy and completeness of fixed asset records including system updates, manual journal entries, account reconciliations, and analyses; coordination with UNGSC for deactivation of UN property in UMOJA; Coordinate shipment and transfers of assets to UNGSC and other missions; including follow up on write off and assets disposal; Produce weekly statistics and analysis and prepare presentations to the liquidation team; Follow up with gifting committee and coordinate required actions with relevant units and sections; Ex-Officio of LPSB; Possesses the required technical and UMOJA skills to act as Property Management Officer (PMO), and perform write off approvals for AW cases on behalf of the DMS.

Education Advanced university degree (Master's degree or equivalent) in Logistics Management, Public/Business Administration, or related fields. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 15 years of progressively responsible relevant experience in support services and demonstrated expertise in logistics and global supply chain management. Experience in UN peacekeeping field operations is essential. Experience in property management, asset management/control, and/or Contingent Owned Equipment is highly desirable. Experience in management of UN Mission liquidation and closure procedures highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of a second official United Nations language is an advantage.
