Org. Setting and Reporting This post is located in the UNCTAD, Office of the Secretary-General, working on the Global Crisis Response Group on Food, Energy and Finance (GCRG). The post is part of the Task Team of the GCRB, established to coordinate the global response to the worldwide impacts of the war in Ukraine. The Task Team is comprised of three workstreams on Food, Energy and Finance with the task of collating data and generating analysis, policy recommendations and solutions to support decision-making and advocacy for consideration of the GCRG Steering Committee and the GCRG Champions chaired by the UN Secretary-General.

Responsibilities Under the direct supervision of the Secretary-General of UNCTAD, the Senior Coordinator of the GCRG Task Team will coordinate the GCRG team based at UNCTAD and is responsible for the following duties:

  • Support the Secretary-General of UNCTAD to coordinate and provide senior leadership in establishing a systematic process to facilitate the effective functioning and deliverables of the GCRG Task Team, GCRG Steering Committee and Champions Group. Stakeholders and partners include UN entities, IFIs and other multilateral organisations, Member States (Missions in Geneva, New York, and Capitals), intergovernmental platforms (G7, G20, AU, EU etc) private sector, civil society organisations, academia and think tanks, foundations, and senior leaders/influencers in relevant fields.
  • Develop a GCRG workplan, political engagement, advocacy and country engagement strategies in consultation with the GCRG Task Team workstreams and the Executive Office of the Secretary-General (EOSG).
  • Support the establishment of a GCRG team in UNCTAD with the capacities to deliver the GCRG Task Team effectively, including development of GCRG Briefs, a mechanism for country-level support and political engagement and advocacy strategies and roadmaps.
  • Represent the GCRG Task Team, including serving as point of contact for partner institutions/individuals.
  • Ensures GCRG workplan priorities are met and on-track and advises the Secretary-General of UNCTAD on developments and progress.
  • Focal point for EOSG within the GCRG team in UNCTAD to ensure effective coordination, quality control for inputs to UN Secretary-General and Deputy Secretary-General and delivery of the GCRG workplan.
  • Resource mobilization, management and oversight of budget expenditures and reporting.
  • Provide technical support to the Secretary-General of UNCTAD to lead the negotiations with the Russian Federation on the unimpeded access to global markets for food and fertilizers originated from the Russian Federation, and coordinate closely with the team working on the Black Sea Grain Initiative.
  • Support the establishment of a dedicated UN Task Team located in UNCTAD to follow-up on the implementation of the MoU between the UN and the Russian Federation.

    Competencies PROFESSIONALISM: Extensive knowledge and understanding of sustainable development, agricultural, food security, sustainable energy and finance policies would be welcome. Extensive understanding of UN sustainable development system and reforms, frameworks, policies, and UN Secretary-General priorities. Ability to identify issues, analyse and participate in the resolution of issues/problems. Conceptual analytical and evaluative skills to conduct independent research and analysis. Ability to produce reports and papers with strong writing skills on technical issues and to review and edit the work of others. Knowledge of UN institutional mandates, policies, and guidelines. Education Advanced university degree (Master’s degree or equivalent) in public administration, international relations, development or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 10 years of relevant professional experience, including at least 7 years in international development is required.

Experience in designing, leading institutional strategies and responses to crises, of major global impact in complex political environments is required.

Experience in convening and managing multi-stakeholder special initiatives, programmes and projects, with the UN System, Member states, private sector and civil society etc., towards delivering on common sustainable development goals is required.

Experience in providing thought leadership and senior level advice and guidance to Senior Management/decision makers is required.

Experience in the area of developing and establishing policies and strategies, project-managing, managing human and financial resources are required.

Experience working in the United Nations System or similar multilateral organization is desirable.

Experience acquired in a senior-level strategy/policy environment, preferably in an executive office, or in the context of working with senior executive leadership, of a complex organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice The initial duration of this temporary job opening is for six (6) months with possibility of extension, starting as soon as possible. The extension of the appointment is subject to the availability of funds, continuation of the mandate and satisfactory performance.

Candidates should have no expectation of any fixed-term appointment possibility after the end of this temporary assignment. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Subsequent to the initial temporary appointment, new and successive temporary appointments may be granted for service in the same office or in a different office any number of times, for any duration, provided that the length of service does not exceed the period of 364 calendar days.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions. The expression “Internal candidates” shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
