UNICEF has been supporting the government of Lebanon since 2011 in the strengthening of the Lebanese national child protection system based on the system analysis study (launched in 2012). The close partnership around the child protection reform agenda allying experience, mandate and expertise of government agencies, academia and Civil Society Organizations led to the development of the Standard Operating Procedures for the Protection of Juveniles in Lebanon and their Operational Toolkit that was launched in 2016 under the leadership of the Ministry of Social Affairs.

Since then and to date, UNICEF has been leading in the roll-out of the National SOPs, reaching a wide variety of actors, including governmental social workers as well as social workers from International and National NGOs. The SOPs also constituted the framework for the development of child protection policies and frameworks with other line ministries including the Ministry of Education and Ministry of Public Health.

Today, the National SOPs and Case Management tools are considered an integral part of the child protection system, a reference for both non-judicial and judicial pathways for child protection case management and have been consistently used by Social Workers of MOSA as well as International and National NGOs in their daily work with children at risk or survivors of violence, abuse, neglect, exploitation and harmful practices. Additionally, several guidance notes were also developed to address specific vulnerabilities such as disability and sexual violence, and particular needs which emerged after the adoption of the tools such as safety assessment and planning amongst others.

Furthermore, in 2020, the MOSA launched its Strategic Plan on the protection of Women and Children for 2020-2026 that sets out the main priorities that need to be invested to strengthen the institutional capacity of the Ministry to fulfill its mandate on Child Protection and Gender-based Violence and provides a roadmap for the Ministry’s work at national and sub-national level in relation to prevention and response to child protection and gender-based violence concerns.

Within the scope of the MOSA Strategic Plan and more specifically, Strategic Objective I - Strengthening the Enforcement of the Legal framework and Policy and Coordination Frameworks, and with the aim to reinforce current National Case Management Tools towards becoming a fully integrated national tool that is relevant for both development and emergency situations, UNICEF in close collaboration with MOSA and UNHCR is seeking an individual consultant to undertake a gap analysis and review of Chapter 2: Juvenile (Child) Protection Case Management and Chapter 3: Case management methodology in the 2015 Standard Operating Procedures for the Protection of Juveniles in Lebanon, and their Operational Toolkit, as well as develop/integrate two priority guidance documents that are based on evidence collected through the gap analysis and that further support the capacities of child protection social workers in Lebanon to address specific and complex child protection concerns and serve specific population groups.

5. Consultation workshops and individual interviews with MOSA and other relevant stakeholders

  • Facilitate internal workshop/s within MOSA staff including the case management general coordinator, case managers and case management coordinators in the governorates, to define the challenges and the best practices in the application of the SoPs
  • Consultation Workshops with the relevant stakeholders mentioned in deliverables 2, 3 and 2.b at the national and field level to define the challenges and the best practices in the application of the SoPs
  • Individual in-depth interviews with government, social workers, juvenile judges, counsellors and relevant staff from MEHE, Partners from national and international NGOs and relevant UN agencies through KIIs, FGDs, etc. at national and regional levels
  • Survey with all social workers, case managers working in Lebanon
  • Ensure child and caregivers participation whether through surveys or interviews with the children and their caregivers who went through the case management process and whose cases were positively closed considering the confidentiality and after taking their consent.

6. Include the findings and recommendations resulting from the consultation workshops in addition to the comments received from MoSA, UNHCR and UNICEF, in the existing National SoPs and Case Management Tools and present the draft to MoSA, UNHCR and UNICEF

7. Facilitate bilateral discussions with the technical committee formed under MOSA’s leadership to review the drafted national SoPs and case management tools and collect feedback

8. Finalize the SoPs and the relevant toolkit in Arabic based on the consultations.

9. Organize a workshop with relevant MoSA and relevant CM Actors to present and disseminate the final amended SoPs

10. Suggest draft proposition for the implementation of the SoPs (signature of MoUs and exchange of letters...)

11. Prepare dissemination plan for the SoPs, advise on possible ways of rolling out

  • An advanced university degree (Master’s or higher) in Child Protection, Social Work, Humanities or a similar field.
  • A minimum of 8 years of relevant professional experience in Child Protection, Social Work – strong knowledge of GBV considered an asset.
  • Advance knowledge of child protection case management – excellent understanding of the Standard Operating Procedures for the Protection of Juveniles in Lebanon and their Operational Tools essential; experience in GBV case management considered an asset and in disability inclusion and PSEA.
  • Knowledge of the public sector (governing laws, organizational decrees of ministries, etc) is a requirement
  • Excellent analytical, conceptual, and writing skills
  • Strong writing and communication skills in English and Arabic.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
